Water meter 9130 was installed in series with another water meter in the
year 1981. Each meter was set up in an account on the City's books. The
City has billed and Minyards has paid for consumption through each
meter.
Events required that service be interrupted to the meter from the City's
main. At that time it was discovered that there was no service from the
second meter.
The second meter was installed in series with the first per the site plan.
Minyards has been billed and has paid $15,421.57 for service through the
"sub" meter. Staff recommends a credit be applied to Minyards accounts
for this amount.

SUBJECT: Meter 9130 at Minyards.
The meter reported to utility billing by the water
superintendent as being in series with another meter is
apparently a "sub" meter that is, in fact, in series with
another meter.
The meter audit indicates the meter was installed in June
1982. There is no indication that the meter has been changed
out since installation.
The June 1990 meter reading was 6,574,400 gallons. That would
compute to approximately 68,500 gallons per month. Current
billings on the computer indicate an average of approximately
47,000 gallons per month.
At 47,000 gallons this meter is indicating consumption of
only 5% of the consumption of the meter it is in series with.
Because of the discrepancy in the amount of consumption on
the meter compared to the current average use, it will be
necessary for utility billing to research the charges to
Minyards for this meter, back to installation if possible.
I talked with Marlin Pritchet of Minyards on Tuesday, July
17, 1990. He knows that we are researching the charges and
that I will talk with him as soon as I know the amount of the
charges. He did not know why this meter was installed in
series with another meter, but his site plan shows it to be
this way.
Utility billing should have all information available by
Friday, July 20, 1990. We can then discuss the amounts
before we contact Mr. Prichet at Minyards again.

I received a call from Marlin Prickett, with Minyard's,
yesterday morning. Mr. Prickett stated that they had shut a meter
down, which supplies water to their warehouse, to repair a leak,
and after shutting down the meter, noticed that the Administration
building had no water. This building was supposed to have a
separate connection to the system and has a separate water meter
which is read by the City each month.
After speaking with Mr. Prickett I sent a field service man
out to investigate this problem. The report back to me was that
the water supplied to the Administration building is being metered
twice. Attached you will find a detail I have drawn to indicate
the meters involved. Also, as of this date, 6,574,400 gallons of
water have been billed to this account (water and sewer
consumption).
You will need to contact Marlin Prickett at 214/393-8316 to
discuss what should be done to resolve this issue.

advise.
