SH 121 STATE INFRASTRUCTURE BANK
LOAN
Overview
, Denton County has $8.25 million in Bond Program for SH 121.
, Traffic congestion along SH 121 requires expedited main lane construction.
, Denton County began review of funding options for SH 121 to include the SIB and tolls.
Objective
, Utilize existing BSRP funds in conjunction with SIB funds to leverage the timing and
construction of SH 121.
Benefits
, The region gets a much-needed roadway constructed sooner than would otherwise be possible.
· TxDOT receives local participation in design and construction. -,
· Construction costs are less using current year dollars.
Drawbacks
· This type of SIB loan has not been done in Texas
· No SIB loan has been done the North Texas Region
, Advances out year dollars to current year
Vs. Toll Roads
· A SIB loan will require local participation commitments up front.
· The Toll option will require local participation if access is needed.
· Construction utilizing SIB funding will begin where traffic need is greatest ( i.e. the IH_35E/SH
1~21 Interch~ange).
· . A Toll project will extend from its existing location ( i.e. begin at the DNT and proceed towards
DFW Airport as toll revenue warranted).
Necessary Steps
· Continue to develop a viable SIB Loan application.
, Meet with Dallas District Engineer Jay Nelson (7/14/99).
· Brief Interim TxDOT Finance Director on SIB Loan (7/15-16/99)
· Develop a programming process acceptable to TxDOT Dallas (7/99)
· Meet with A1 Luedke/TxDOT Austin regarding programming (7/99)
· Local government approval of SIB application (8/99)
· SIB Application Submission (9/99)
· Commission review and action (9/99-12/99)
