Bethel Road Dear Mr. Fitzgibbons: As you are aware, several months ago the City placed locks on the meter vaults at the Postal Facility. The purpose of locking these vaults was to allow access to city personnel only. These vaults are city property and are considered confined spaces. After City staff placed the locks on the vaults, I received a telephone call from Mr. Clayton Kyle (an employee of your facility). Mr. Kyle had called to find out why the locks had been placed on the vaults, and therefore I explained the purpose behind this action. Once the explanation had been given, Mr. Kyle stated that the Postal Facility maintained water use records and therefore needed access to the vaults to take readings. I had agreed to have a member of my staff meet with a member of your staff to take readings, upon request by your staff. Up to this point the time required to perform this task was very minimal and therefore could be conveniently arranged into a work schedule. However, with new confined space entry regulations being applied, this task involves an increase in staff time and the use of specialized equipment. Therefore, in the future it will be necessary for you to rely on meter readings obtained by City staff during the normal reading cycle for billing purposes or make a formal written request for an alternate solution. I had also been informed by Mr.' Kyle that the meter vaults contained the only control valves for your water system. I would recommend the installation of interior valves in case an emergency situation occurs and your personnel need to valve off sections of your system.
