Dear Sir;
As the construction phase nears completion on our new mail
processing facility in Coppell we are contracting for the various
supplies, equipment and services which wilI be needed to support our
new facility. In this endeavor we are looking forward to
establishin9 a mutually beneficial relationship with your city and
its business community.
In reviewing our needs at the new facility, it has come to my
attention that the city of Coppell has an ordinance number 88402
which establishes a franchise agreement with Waste Management Inc to
collect garbage within the city limits. Additionally, this
ordinance controls the rates which are charged.
You may be aware the Postal Service as a federal entity is not
subject to state and/or city laws or ordinances. However, in an
effort to be a 9ood neighbor we comply with many of them.
In reviewing the above referenced city ordinance and the fees which
are currently in place, it is not in the best interest of the Postal
Service to comply with this ordinance, as the fees are considered
excessive. They are approximately 527% higher than the fees we
currently pay for similar services.
This letter is to advise you of our intentions to issue a
competitive solicitation for trash removal services for our Coppell
facility. We will send a copy of the solicitation to Waste
Mana§ement so that they may submit a proposal.
