North Texas Mail-CS 890116 (2)January 16, 1989 MEETING NOTES U.S. Postal Service - Coppell Sanitary Sewer Force Main MSQ Project No. 86131-27 Attendees: Russell Doyle - City Engineer Steve Goram - Dir. of Public Works Shohre Daneshmand - Civil Eng. - Coppell Russel Cook - MSQ Engineering~.)~, The meeting was held to discuss the routing and maintenance requirements for the sanitary sewer force main required for the U.S. Postal Service project. Plans showing the proposed routing were presented. The proposed location for the force main from the U.S.P.S. east property line to the existing manhole at Freeport Parkway and Bethel Road is approximately 7 ft. north of the proposed R.O.W. of Bethel Road as shown on the Bethel Road Box Culvert plans prepared by DeShazo, Starek, and Tang. The proposed R.O.W. is the north line of the drainage easement for the box culverts. The City will review the routing with Ginn, Inc. The ownership of the tract of land between the box culvert drainage easement and the existing Bethel Road R.O.W. was questioned. (After the meeting the drainage easements and R.O.W. dedication documents signed by Minyards were reviewed and it was confirmed that the tract had been dedicated as public R.O.W.) The possibility of there being a sanitary sewer line west of the Minyard facilities was questioned. MSQ will contact Howard Pafford in Public Works to confirm. The maintenance of the force main was discussed. The U.S. Postal Service will maintain the portion of the force main on their property and desires that the City maintain the portion in the public R.O.W. The City will agree to maintain the public portion of the force main provided the Postal Service prepares an agreement with the City that would allow City forces to turn off the lift sta- tion in the event repairs are necessary. The City would also like to have a valve on the line at the U.S.P.S. east property line as a backup measure. The agreement would also need to state that the City of Coppell would be held harmless if the line broke and raw sewage was pumped into the public R.O.W.
