Dear Wayne:
This letter is to document our recent telephone conversation
regarding the above referenced project.
The Postal Service has expressed a desire to enclose the drain-
age ditch along Bethel Road if funds allow. To this end, HDR,
through our consultants, MSQ Engineering, is preparing documents
for installation of box culverts along the north boundary of the
site.
The installation will consist of 3 - 8' X 5' (nominal) rein-
forced concrete box culverts. This design will have the capac-
ity for Q50 undeveloped storm conditions. The box culverts will
be installed in the southern portion of the existing drainage
ditch, in order to facilitate the installation of additional
capacity by the City of Coppell concurrent with the improvement
of Bethel Road.
The eaStern segment of the ditch,~from the last crossing to the
property line, will remain open. We believe that leaving the
transition to the downstream outlet as approved by the City and
Minyards is the most expedient way to obtain drainage outfall
for our property. This will become critical as we begin our
next construction phase.

Dear Mr. Ginn,
After reviewing thc above referenced prints and discussing their content with Mr. Minyard, Mr. Sifford, yourself,
Dale Jackson and Steve Morton at the City of Coppell, we notified you by phone this morning of our approval for
these drawings to be sent out for bidding purposes.
We are granting approval solely on the content of the drawings and will require a full review of thc bids prior to
any further approval of this project.
We understand that the "easement agreement" must still be worked out between our attorneys and the city's
attorney. Also, that an "escrow agreement" must be established to handle the funding. (Further information and
details on this item will have to be forwarded to Mr. Minyard for his review.)
We acknowledge thai your target date for submittal and approval by Coppcll's City Council is thc first Tucsday in
September.
