The ri§hr of the Postal Service to construct buildings free of interference
from state and local authorities is based on the doctrine of sovereign
immunity, as stated in the opinion of the Supreme Court of the United States
in the case of "Leslie Miller, Inc. vs. State of Arkansas, 352 U.S. 187, 1 L.
Ed. 2d 231." However, the Postal Service, as a matter of policy, do comply
with local building codes and attempt to satisfy various community
interests. You are cordially invited to make courtesy reviews and
inspections. We do request that you coordinate these inspections with
Mr. Roy Prince, our on-site Construction Manager. You can contact him by
