A. $inacola will continue to lay laterals for storm sewer
line "A". Laterals A-10, A-137 A-15, & A-16 will be
installed. Sinacola will return to place waterline
after Weir brings site up to grade.
B. Weir Brothers will cut open drainage ditch on east side
from N.E. corner to RCB. Will haul in fill from off
site to raise area in front of GMF.
C. J-N Construction will continue to work on line "A" RCB.
Will continue to pour base and start on walls.
D. Soil Stabilizers will continue to lime/water inject the
GMF pad. Maxim will test VMF on Monday for moisture content.
E. Inlet Sub will pour the 6 grate inlets on line "E"
under employer parking lot.
F. Jeff Forrest, HDR and maybe Russ Cook, MSG will visit
site on Monday (14 Dec).
Sinacola, Weir Soil Stabilizers, & Maxim will work
Saturday.
GENERAL DISCUSSION:
.'. A. CM has received desk-top copier, desks, power,
telephone lines, fence around trailers, and rock on
parking lot from Sinacola.
B. In discussion from Al. Ison, the U.S.P.S. decided to
write the City of Coppell and ask that an outfall for
the site drainage be completed from the property line
to Freeport Parkway. Until a drainage structure is
built there is no outfall from the surface water from
~he 75 acre U.S.P.S. site and the 275 acre D-FW
airport property.
C. Clyde Siffort with DeShazo, Starck & Tang will have his
contractor (Uvalde Construction) construct the median
opening in Royal Lane for the U.S.P.S. truck/employee
entrances.
D. The best estimate is that the Explorer Pipeline will
not Be removed from the site until around mid-March.
Sinacola is writing a letter that says it will be
necessary to remobilize on the site to complete the
storm drains, lime injection for the GMF pad, select
fill for the GMF pad, etc.
E. City of Coppell inspector (Steve Morton) agreed to the
waterline tap-in on Bethel Road but will not approve
the Royal Lane tap-in until the U.S.P.S. sends a left.er
that explains the City's inspection requirements. Al. Ison
agreed to send the letter.
F, Sinacola--eeds to be sure the RCP h~-- at least 12 inches
of sand over the top of. pipe before ~tart replacing
the native soil.
G. Need a general clean up of site. Remove barrels,
scraper tires, excess RCB, etc.
Next weekly meeting on 17 December. Next monthly meeting
on 14 January. Al, Ison ~and Phil Ferrari will attend.
CM ASSESSMENT OF CONTRACTOR PERFORMANCE
N. Texas -o GMF/VMF - Site Contract
5 December - 11 December 1987
Weather was clear and warm throughout the week. Considerable
progress was made on the earthwork, storm drainage system, and
lime injection.
MAJOR WORK PERFORMED:
1. Sinacola has completed SS lines "A" and "B". Storm
sewer line "E" is installed~ Still working on the 6
grate inlets. Laterals on line "A" are being installed.
Laterals A-2, A-6, A-8~ A-10 have been installed.
Sinacola tapped into the 16 inch waterline on the other
side of Bethel Road and drilled under Bethel Road with
the carrier pipe.
2. Weir Brothers has cut the drainage ditch along Bethel
Road for Uvalde Construction. The stockpile of topsoil
has been respread on the landscape berms. Dumps are
bringing in common fill and building up the area in front
of the GMF.
3. J-N Construction has concentrated on pouring concrete
base on the 10x5 RCB on the east side of the site. About
500 feet of base has been placed. Still have another
400 feet to pour.
3. Soil Stabilizers have made 2 water passes and 1 lime-
injection pass on the VMF. Maxim will retest the moisture
content on Monday (14 December). Will move equipment
back to GMF pad and continue the water injection.
WORK PROJECTED FOR NEXT WEEK:
1. Finish stSrm sewer laterals on East side
2. Haul in fill in front of GMF.
3. Pour RCB base.
4. Lime injection on GMF pad.
5. Pour 6 grate inlets on line E.

SECTION 01100 - MISCELLANEOUS REQUIREX~S
1.01
PERFOrmaNCE AND PA~,[SNT BONDS: As specified on the Bid Form, two
bonds (each with good and sufficient surety or sureties acceptable
to the Postal Service) shall be furnished; namely, a performance
bond (PS Form ?325) and a payment bond (PS Form 7325-A). Each
form shall show the contract number to which the bond applies.
The penal sums of such bonds will be as follows:
A. Performance Bond: The penal sum of the performance bond shall
equal one hundred percent (100%) of the contract price.
Payment Bond: Ighen the contract price is $1,000,000 or less,
the penal sum shall be fifty percent (50%) of the contract
price, l~hen the contract price is in excess of $1,000,000 but
not more than $5,000,000, the penal sum shall be forty percent
(40%) of the contract price, l~hen the contract price is more
than SS,000,000, the penal sum shall be $2,500,000.

STATUS OF U.S. POSTAL SERVICE: For the Contractor's information
the Postal Service is "... an independent establishment of the
executive branch of Government of the United States..." (39 U.S.C.
201) and, as such, has the same status as other federal
departments and agencies insofar as the applicability of federal,
state and local taxes and local requirements for building permits
are concerned.
1.03
GROUND BREAKING CERE~DNI~: The Contractor agrees in accordance
With current Postal Service policy not to plan, finance,
participate in or in any way to be involved in ground breaking
ceremonies prior to the commencement of or at anytime during the
prosecution of the work within the duration of this contract.
1.04 REQUI~S OF GENERAL CO~YrRACTOR:
The successful Contractor will be required to submit a list of
five projects, which are comparable in size and scope of work
to this project and have been completed within the past 10
years.
In addition, the successful contractor must submit a resume of
his proposed superintendent to the Contracting Officer who
reserves the right of approval.
1.05 C~4PEFSNCY OF BIDDER (ELEVATOR):
The bidder, or the subcontractor whom the bidder will use for
performance of the elevator work, shall have had at least
three years of successful experience in installing and
servicing elevators.
B. In addition, the bidder or the subcontractor shall have
installed, on at least t~ prior projects, elevators ~ich are

which they design, construct, and own the building
improvements, i.e. Airport-Mail [ ility.
9.2.2
Governing Provisions
The provision governing codes, regulations, and perm{ts is
set forth in Article 53 of General Provisions for Fixed
Price Construction Contracts (Building Codes, Fees and
Charges, PS Form 7391, July 1984), which states:

do apply to Postal Service leased properties. In
compliance with United States Postal Service poli,~ey
the Construe~.~tion Support Contractor shall comply with
all state and lo~e_al bu~ code requirements unless
otherwise specifically provided.
The construction contractor shall be required to
obtain and pay ail fees and charges for connections
to outside services and for the use of prop?ty
outside the site.
9.2.3
Provisions Regarding Leased Facilitie~
For Postal Service-owned properties and Postal Service-owned
improvements'on leased land, PS Form 7391, July 1984,
"General Provision for Fixed Price Construction Contracts,"
shall not be interpreted as including the obtaining of a
building permit or submitting plans for review and approval
by the local building department. Permits and fees,
however, must be paid by the construction contractor for
connections and outside services as noted in Article 53.
Leased Postal Facilities, being privately owned, will be
designed in full compliance with applicable codes and
regulations both within and beyond the property lines. The
