RE: Minutes of On-Site Preview Meeting for the
12-3/4" O.D. Dallas Lateral Relocation for the
Royal Lane Extension and the U.S.P.S. Bulk Mail
Handling Facility
Dear Mr. Morton;
Enclosed for your use are the minutes of the
on-site preview for the above mentioned project, that
was held January 5, 1988 at the Coppell Maintenance
Facility in Coppell, Texas. These minutes include a
list of changes in the bid packet. These changes are
the same ones given to you at the meeting. Also
included are a list of contractors' questions and
answers.
Also enclosed for your use in bidding are
Explorer's new welding specifications. The only
apparent major changes in these specs are the
preheating requirement for all pipe when the outside
temperature is below 50°F and the radiography methods
to be used are by internal machine except for at the
tie-ins.
Explorer has extended the bid due date for this
project with bids due in our Tulsa Office on Jan. 26,
1988 by 4:30 p.m. This week extension will allow you
time to review our new welding specifications and to
make adjustments to your bids accordingly.

ON-SITE PREVIEW - JANUARY 5, 1988
MINUTES OF MEETING
1. Meeting was called to order by Roy Anderson and
Craig Hilgendorf at 10:00 a.m.
2. All present were asked to sign attendance sheet.
3. The list of changes in bid packet were presented
(see attached list for review).
4. The description of work as shown in the bid packet
was presented.
5. The insurance requirements were made known to all
bidders present.
6. The Company responsibilities were reiterated.
7. Meeting moved inside to trailer of Sverdrup
Corporation.
8. The contractor's questions were then answered (see
attached list of questions and responses).
9. Contractors were given opportunities to walk
through job site and various questions about
alignment were answered.
10. Meeting adjourned approximately 12:00 p.m.

CHANGES IN BID PACKET
1. New welding specifications to be sent out and
minutes of on-site review.
a. Preheat pipe at temperatures below 50°F.
b. Radiographic methods to be by internal machine
except at tie-ins.
2. Concrete valve to be prefabricated and contractor
will not have to make 18" holes. Ten (10) foot
sections of 1/2" wall pipe will be installed on
both ends of extruded headers. Contractor will be
responsible for compaction of soil under valve box
and will assist in installation of valve box.
3. The wall thickness and grade of pipe may be changed
to 12-3/4" O.D. x .312 W.T. Grade X-46 due to long
delivery on .250 W.T. pipe.
4. The number of transition pieces is questionable at
this time.
5. The chain link fence around valve box will be 12
ft. x 22 ft.
* 6. Gravel is to be installed inside fence around valve
box. This size gravel is to be Type D, 1/4" gravel
that is available at Chico Stone in Bridgeport, TX,
(817) 430-1321.
*This is a new change since the on-site meeting.

CONTRACTOR QUESTIONS
- Was salvage pipe to be loaded, hauled from site, and
unloaded at Greenville Terminal by contractor? Would
contractor have to arrange for unloading of pipe at
Greenville? Explorer will make arrangements for
salvage pipe to be purchased by outside vendor.
Contractor will be responsible for loading of
salvage pipe.
- Would contractor have to obtain railroad insurance
to dig bell holes and make welds for tapping in
railroad right-of-way? No. Explorer's maintenance
contractor will be used for this part of job only.
Our maintenance contractor already has approved
contract and insurance.
- Would shoring be required on ditches 7 feet deep?
No, ditches of that depth should have a 1 to 1 slope
and no shoring will be required.
- What are the City of Coppell specifications for
compaction in the areas that involve their approval
for compaction? The City of Coppell specs for
compaction are 95% proctor with optimum moisture per
Steve Morton with the City of Coppell.
- What are the City of Coppell specifications for
boring of the driveway to their Maintenance
Facility? Would bore be a wet or dry bore? The City
of Coppell specs for the bore are that the boring
will be a dry bore per Steve Morton with the City of
Coppell. Mr. Morton was unable to attend the
on-site preview and these specifications by the City
of Coppell will be sent on to all bidders.
- Would DFW permit be required to do work on DFW
property? Would DFW provide storage space for
materials at the work site? What are DFW
requirements for a temporary fence? A permit to
work on DFW property will be required and Explorer
will obtain it. DFW will make arrangements for
on-site storage and no temporary fence will be
required.

- Would Royal Lane drainage channel be already
rough-cut by time construction begins? Would
excavation on west side of Royal Lane be in close
proximity to channel slope? What kind of water
problems are anticipated because of channel work
already completed? The drainage channel will
already be rough-cut except for 75 feet on both
sides of pipeline. The excavation on west side of
Royal Lane will be within 15 feet of the top of
channel slope and any clean-up of rough-cut channel
due to our contractor will be our contractor's
responsibility. There will be some water problems
at the channel but they cannot be accurately
determined. All of the above answers were provided
by Clyde Sifford as extra information to bidders for
their benefit.
- What accessibility is available on east side of
railroad bore for boring and for tie-in? Would
railroad bed and tracks have to be removed for
salvage of pipe? Minyard Foods will allow access
into site for work per Mike Lawler. Minyard will
cooperate fully with selected contractor. The
railroad bed and tracks will have to be removed for
salvage of pipe and return to original condition.
- What were specific areas that would require approval
for compaction? Areas were pointed out on
relocation drawing. Specific areas were between
bends No. 10 and No. 11, along City of Coppell
Maintenance Facility, the Royal Lane road crossing,
and at the valve box installation.
