Northlake Wood-CS 970929Ken GrOy'm C~ty Engineer Coppell, Texas 75019 Dear Ken, Several years ago when the master drainage plan for the city was developed there were plans to put a 5'x5' box culvert in the drainage ditch just off Meadow Creek. I had spoken to your offwe briefly amount it and then lust year I came in to the City offices and spoke to one of your engineers and at that time it looked like the summer of '97' might be the time when this project might get underway. With summer coming to a close it doesn't look like that will happen but there are several things that concern me that I would like to make you aware of My property is at 153 Meadow Creek and it has a 12" sewer line running behind my house that crosses over this drainage ditch. There has been considerable erosion around one of the supports for this sewer line and with the type of rain that is being projected for this winter this could be a problem. Just off of Meadow Creek there is a railroad tie retaining wall on either side of the drainage ditch. I don't believe that this wall will make it through the winter if we get the types of rain that is forecasted. If the wall collapses it could back up the drainage. Thinking that the city would be putting in the box culvert l had not maintained this wall. My concern is with the wall coming down and liability I have for the water backing up. It may not be possible for the rainwater to back up enough to cause problems on surrounding properties so this may not be an issu~ There is also a safety concern with the amount of water that flows over the road in this area. In extreme weather conditions like we had in 19~ and 1990us far us rain is concerned the water flows over Meadow Creek with such force it could wash a small child into the ditch. This is the low point in this community and receives water from 5 or 6 directions. The water jumps across Meadow Creek with amazing power and turns that drainage ditch into a raging river. It has been several years since we had that kind of rainfall so I imagine that this runoff could be even greater with the additional housing that has been developed in Coppell in the past 4 or 5years. The last item is somewhat confusing. There is a 20' easement for this drainage ditch which goes down the middle of the property lines. There should be lO'on each side of the property line. But when I look at the survey it shows the drainage ditch to be completely out of the easement at Meadow Creek and then as it heads towards the creek the drainage ditch and the easement come back together.
