CURRENT SF-12 ZONING: REQUEST: Approval of a preliminary plat along with a variance request to delete alleys and waive the concrete pavement and enclosed storm drainage system requirements. TRANSPORTATION: This site has frontage on Rolling Hills Road, which is a 2-lane, undivided thoroughfare. Item 14 Page 2 of 3 SURROUNDING LAND USE & ZONING: North - Single-family structures; SF-12 zoning. South - Vacant; SF-12 zoning. East - Single-family structures; SF-12 zoning. West - Single-family structures; SF-12 zoning. COMP~SIVE PLAN: Single-family development is suggested for this area according to the Comprehensive Plan. ANALYSIS: The North Lake Woodlands area that surrounds this tract is mostly built- out. This is one of the few undeveloped parcels in the NLW area. If the plat is approved as submitted, then it will very likely conform to what has already been constructed in the subdivision. One of the variance requests submitted along with the plat requires some discussion. A request for a waiver of a concrete pavement and enclosed drainage system is not unreasonable, since the area around the subdivision has been developed in the same manner for many years now. To require this applicant to install an underground drainage system would not serve much purpose, because there are no nearby lines to connect to. The alley waiver has been requested, so as to stay in line with the character of the neighborhood, which does not include alleys. Other comments from staff include: 1) Floodplain Administrator block should be shown on the face of the plat. 2) The floodway easement should be tied down on the face of the plat with distances from comers. 3) If the connection of the proposed 8' sewer line to the existing 10' sewer line leaves the right-of-way of Rolling Hills Road, then an off-site utility easement will be required. 4) Utility plans should be submitted with the final plat.
