Dear Ms. Squires:
As I discussed with Jim Bolen, your request to build a pool in a floodway
easement canJ~ot be approved without more detailed information and the
certification by a licensed practicing engineer, experienced in floodplain work
that the proposed improvements will comply with the City of Coppell's Floodplain
Hanagement Ordinance and the ~ederal Emergency Hanagement Agency ( FEMA )
guidelines and requirements. Additionally, there will be a direct charge fee
for the services of our Review Engineer. We can est/mate those charges when your
Engineer makes his submittal, in any case it will not be greater than $1000.00.
Enclosed for your use is a standard statement and excerpts from the Floodplain
Ordinance i~dicsCing the requ/rements we must follow in order to maintain flood
protection to your lot and other adjoining lots to the creek, as well as maintain
the City of Coppell's participation in the Federal Flood Insurance Program. ;=~..

Floodplain Administration
This statement is attached to a letter providing the opinion that
with the best information available you, the applicant cannot
pursue floodplain reclamation, construction and/or improvements due
to the fact that the Floodplain Administrator is of the opinion
that such action will not be in compliance with the City of
Coppell's current Floodplain Management Ordinance.
The applicants alternative is to either accept that opinion or to
get a second opinion from a licensed engineer/or surveyor in the
State of Texas who is in private practice. That engineer/surveyor
could attain more accurate and/or current data and information that
when presented to the Floodplain Administrator could possibly
change the previous opinions.
The applicant's engineer/surveyor is referred to the Floodplain
Management Ordinance and more particularly to the attached Section
C. Floodplain Development Permit pp. 24 & 25; Article 5, page 28,
the 'first two paragraphs; and Section B, Specific Standards, lc &
2c, page 30.
Any questions should be referred to the Floodplain Administrator.
