We are pleased to submit this proposal for drainage easement surveys in Northlake
Woodlands East. This proposal accompanies a previous proposal for special hydraulic
studies to evaluate existing flood plain and erosion problems. Tasks and estimated budgets
for services included in this proposal are listed and discussed below.
A. Drainage Easement Surveys $12,695
Input coordinate geometry for drainage easement from Northlake Woodlands
East plats. Set vertical control by Global Positioning System. Traverse along
drainage easement to recover existing property and easement comers. Set
remaining drainage easement comers and lot line intersections as
approximately shown on the accompanying exhibit.
B. Flood Plain Exhibit $ 975
Prepare aerial photograph (1" = 100') with horizontal control on reproducible
medium. Overlay drainage easement, 100 year flood plain and property lot
lines on exhibit.
The above tasks constitute the easement survey portion Phase II of the drainage
project. In Phase I, solutions to drainage problems will be recommended. Phase II will
consist of the detailed design effort, including design and easement location surveys
required to develop construction documents for recommended solutions. Phase III will

consist of contract administration, inspection, and surveying assistance during the
construction phase. Budgets for the design effort portion of Phase II and Phase III can
be developed after completion of Phase I.
The estimated not to exceed budget for the above Phase II easement survey and
flood plain exhibit is $13,750. The work can be completed within one month after notice
to proceed is received. Deliverable items include the drainage easement corners set in
the field and the flood plain exhibit for staff and public presentation.
As an alternative to Task B, Flood Plain Exhibit, the 100-year flood plain can be
set on the ground. This will require surveyed cross sections at 100 foot intervals to locate
exact 100-year flood plain elevations on the ground. The additional surveying required will
add approximately $10,000 to the budget. However, the recommended procedure in Task
B will provide a reproducible current (August 1989) aerial photograph with flood plain,
easements, and lot boundaries. The aerial photograph will show locations of existing
homes. Approximate flood plain limits can easily be located in the field by reference to
drainage easement comers. Interested homeowners can perform this simple task
themselves or contract with a private surveying company.
Services will be billed monthly on a basis of 2.3 times salary cost of personnel
involved in the project plus 1.10 times direct costs (printing, long distance telephone calls,
and travel out of the metroplex area). The budget indicated for this project will not be
exceeded without notification of and approval from the City of Coppell.
The Phase II budget does not include the following services which can be provided,
if necessary, on a basis of 2.3 times salary cost of personnel involved in the project and
1.10 times direct costs (printing, long distance telephone calls, and travel away from the
Dallas/Fort Worth metroplex, but excluding transportation in the metroplex area) incurred:
1. Preparation of plans and specifications for construction
2. Expert witness testimony
3. Landscape architecture
4. Detailed surveys for design
5. Tree surveys and evaluations
6. Remote sensing
7. Sanitary sewer evaluation surveys
