Re: Northlake Woodlands East, Drainage Study - Phase I
Dear Russell:
We are pleased to submit this proposal for special hydraulic studies to evaluate
existing flood plain and erosion problems of streams draining the Northlake Woodlands
East area in Coppell, Texas (see attached map). The problems include the following:
1) Erosion just downstream of Moore Road
2) Erosion just upstream of Bethel School Road
3) Erosion at drainage flume from Villa Wood Lane
4) General shallow ponding along the stream
5) General poor water quality along the stream
6) Stream channel and overbank maintenance
7) Other stream or drainage problems that arise during the study as a result of
the reconnaissance or citizen input.
The following scope of work is necessary to develop solutions to the above
problems. Estimated budgets are also shown.

The above tasks constituted Phase I of the drainage study. At the end of Phase I,
solutions to drainage problems will be recommended. Phase II will consist of the detailed
design effort, including design and easement location surveys required to develop
construction documents for recommended solutions. Phase III consists of contract
administration, inspection, and surveying assistance during the construction phase. Budgets
for Phases II and III can be developed after completion of Phase I.
The estimated not to exceed budget for the above Phase I services is $10,671. The
work can be completed within two months after notice to proceed is received. Deliverable
items include a letter report and exhibits for staff and public presentation.
Services will be billed monthly on a basis of 2.3 times salary cost of personnel
involved in the project plus 1.10 times direct costs (printing, long distance telephone calls,
and travel out of the metroplex area). The budget indicated for this project will not be
exceeded without notification of and approval from the City of Coppell.
The Phase I budget does not include the following services which can be provided,
if necessary, on a basis of 2.3 times salary cost of personnel involved in the project and
1.10 times direct costs (printing, long distance telephone calls, and travel away from the
Dallas/Fort Worth metroplex, but excluding transportation in the metroplex area) incurred:
1. Preparation of plans and specifications for construction
2. Expert witness testimony
3. Landscape architecture
4. Detailed surveys for design
5. Tree surveys and evaluations
6. Boundary or easement surveys
7. Remote sensing
8. Sanitary sewer evaluation surveys
