Kilcrease, Fire Chief RE: Mayor's Meeting with citizens (ref. memo , 1989 No,blake Woodlands East Phase I wanted you robe aware that Greg Jones in the Building Inspection Department is currently working on a problem in the drainage easement at the rear of the property between 612 Bethel School Road (Fitzgerald) and 615 Briarglen (O'Connell). These homeowners are among the 60 families invited to attend the Mayor's open meeting regarding the drainage problems in North Lake Woodlands East. Briefly, our problem has to do with a fence, landscaping and a storage building that have been built within the drainage easement behind 615 Briarglen, and have allegedly caused erosion and damage to the rear property at 612 Bethel School Road. A survey and location plan (attached) will show more clearly the overall problem. I am also attaching the memo from Mr. Jones to Dale Jackson should you wish to pass any of this information along. By Tuesday a.m. the survey crew had set the pin and I was able to sight the rear property line with the aid of the survey crew. The crew attached 4 sections of range rod together at the pin, and I was able to sight the rear property line over the top of the storage building. I am enclosing a sketch to make my findings clearer as follows: 1. The fence at 609 Briarglen encroaches approximately 1' 6" at the rear of 608 Bethel School Road. 2. The fence and storage building at 615 Briarglen both encroach 608 Bethel School Road. 3. The fence at 615 Briarglen also encroaches .4' at the Northwest rear corner of 612 Bethel School Road. 4. Due to the location of the storage building my visibility was restricted and I was unable, at that time, to make any further determination regarding the problem at 612 Bethel School Road. Dale Jackson Page 2 July 7, 1989 I am drafting letters (attached) to Mr. O'Connell, the property owner at 615 Briarglen as well as Mr. Frasher, the owner of 609 Briarglen, informing them of the encroachment and asking each to take the appropriate measures to rectify the problem. We also need to meet with the City Engineer to discuss if there is any problems that will be associated with the modifications made to the drainage easement such as the addition of fill, construction of retaining walls, etc. that could impair the drainage flow. attachments xc: Russell Doyle, City Engineer
