RE: Consider approval of awarding Bid/Contract #Q-0498-03 for the
construction of an At-Grade Rail Crossing and Traffic Signal on Fairway
Drive at Belt Line Road to Rebcon, Inc. in the amount of $348,802.50; and
authorizing the Mayor to sign.

On May 26, 1998, bids were received and opened for the construction of an At-Grade Railroad
Crossing and Traffic Signal on Fairway Drive at Belt Line Road. Rebcon, Inc. was the only
bidder on the project. A bid tabulation and engineer's estimate is attached for your review. The
bid received is about 40% ($104,000) over the engineer's estimate. In conversations with Robert
Bibby of Rebcon, Inc., he stated that the pricing is higher because of the small quanities.
Because he was the only bidder, I have asked him to review his bid to determine if there are any
areas where he can reduce the costs. If there are any cost savings I will present those at the
Council Meeting.
The time bid for the completion is 6 months. This is driven by the 5 month lead time for the
mast arms and controller for the traffic light. The road itself should be in prior to that time. If
that happens, we still should not allow traffic to use it until the traffic light is installed.
To rebid the project will add 6-8 weeks to the start of the project.
In order to keep this project moving forward, staff recommends awarding Bid #Q-0398-01 for
the construction of the At-Grade Rail Crossing and Traffic Signal on Fairway Drive at Belt Line
Road to Rebcon, Inc. in the amount of $348,802.50.
Staff will be available to answer any questions at the Council meeting.
