PURPOSE
The purpose of this memorandum is to analyze traffic access and circulation for Northlake Woodlands East No.
10 Phase B, a proposed single-family detached housing development in Coppell, Texas. Thc access iaau~ of ~

proposed 280 unit multi-family developm,-~t lmown as Rivercha~ Club Apartment, which was to be located
south and adjacent to the development. This development was denied by the City of CoppeH's Planning and
Zoning Board in .~anHal'y '[~4.
SITE DESCRIPTION
The proposed site consls~s of land located in the northwest quadrant of MacArthur Boulevard and Belt Line
Road. Vacant land borders to the south with single-family housing bordering to the north and west. Exhibit
1 illustrates the site in relation to the surrounding thoroughfares. The development is planned to consist of 97
single-family detached dwelling units. The development will provide two road connections to MacArthur
Boulevard, one of which is the extension of Bethel School Road to Mac. Arthur Boulevard from its present
location. The proposed site layout is shown in Exhibit 2.
EXISTING CONDmONS
Accessib~llty is an important consideration in the study and design of transportation systems serving any
development. Access to the proposed site will be provided via the following roadways:
· MacArthur Boulevard - is a north/south four-lane divided arterial adjacent to thc site. South
of Belt Line Road it becomes a six-lane divided roadway which serves as thc major spine road
for Valley Ranch. According to data collected in January 1994, Mac. Arthur Boulevard carries
approximately 14,000 vehicles per day north of Belt Line Road. The posted speed limit is 35
mph. The Coppell Thoroughfare Plan calls for MacArthur Boulevard to be expanded to a six-
lane divided roadway north of Belt Line Road, but the improvements have not been funded or
scheduled.

Belt Line Road - is an east/west arterial located south of the proposed development. East of
Mac. Arthur Boulevard, Belt Line Road is a six-lane divided roadway providing access to IH-SS.
We,st of MacArthur Boulevard, Belt Line Road is a two-lane undivided road.
Moeldngbird Lane - is a north/south street serving as a residential collector road west of the
propose development. This roadway connects to Belt Line Road and Sandy Lakes Road.
Bethel School Road - is an cast/west street which will also serve as a residential collector road
that presently ends east of Mockingbird Lane. The developer proposes extending this road to
MacArthur Boulevard.

Projected Tral~c Volumes
In order to sn~lyze the impact of the proposed development on the adjacent roadway system, future traffic
volumes must be estimated. For this nn:~lysis, a ~l~li~~ ~ ~s ~x't~J This build out year was also
selected for the proposed Riverchase Club Apartments development. The proposed Riverchase Club Apartment
was to be located south of Phase B Northlake Woodlands East No. 10, adjacent MacArthur Boulevard.
Traffic projections for the study area were obtained by applying a growth factor to existing traffic and adding
the anticipated traffic for a retail center p[:~nnod for the northeast quadrant of MacArthur Boulevard and Belt
Line Road. The growth factor was determined using historic traffic volume data. The calculated growth factor
for MacArthur Boulevard from 1994 to 1996 was 1.134 which corresponds to a compounded ,~nuai 81x~s~h rate
of ~ par ye~. This growth factor was applied to existing turnln~ movements collected by DT&A in January
1994, at MacArthur Boulevard and Belt Line Road. Exhibits 3 and 4 depict the projected 1996 morning and
evening peak hour turnln~ movement volumes without the proposed development but it does include the plnnned
retail center.
Trip Generation
The fifth edition of the Institute of Transportation En~neers (rTE) Trip Generation Manual was use to
determine the number of trips generated by the proposed development. The manual provides rates developed
by ITE for different land uses. The appropriate trip generation rates for single-family detached dwelling units
were projected and are shown in Exhibit 5. The exhibit also shows the trip generation utiliTed for the Riverchase
Club Apartments study.

The dew is"twojected to 8enerat~ 1,004 trip cads duri~ a tweaty-four hour period. During thc AM peak hour,
approximately 20 inbound trips will be generated while 67 inbound trips will be generated during thc PM peak
hour. Outbound site trips for the AM and PM peak hours were calculated to be 58 and 38, respectively. Thc
total projected trip ends during the AM and PM peak hour are 78 and 105, respectively.
Traffic Orientation and Assilpunant
Trip orientations of site-generated traffic arc based on distribution percentages used in thc previous study
pcrformed for the proposed Riverchase Club Apartment dcvelopmcnt. Thc orientations wcrc based on the
adjacent roadway network traffic during the morning and evening peak hours. Using this method, two sets of
orientations were developed, one for the morning and one for the evening peak hour. These orientations
represent the direction that the ti/ps from the proposed development wish to travel dur/ng the different peak
times. The resulting orientations are shown in Exhibit 6.

Trip a-~slg~ment consisted of modeling the site with trip ends tai~ing the most direct approach possible to the
intended desire line. Exhibits ? and 8 illustrate the site generated traffic assignments and distribution to the
surrounding thoroughfare network. In distn'ouling the traffic, it was assumed that Bethel School Road was
extended to MacArthur Boulevard. The ~ 'c mf.ilett~.School Road is not expired to increase the amoumt
of traffic oa MacArthur Boulevard unt~ of Belt Line Road, Vehicles from the west of the proposed
development who currently utili~ng MacArthur Boulevard arc projected to continue, however, their route will
not be as drcuitous. These trips will now load onto and off of MacArthur Boulevard at Bethel School Road.
No net increase in background traffic is therefore assumed at MacArthur Boulevard and Belt Line Road with
development.

COMPARISON TO OTHER STUDIES IN THE AREA
Exhibit 11 compares the total anticipated number of vehicles expected to arrive at MacArthur Boulevard and
Belt Line Road from Phase B of Northhke Woodlands East No. 10 and the proposed Riverchase Club
Apartment development which was denied by the Plannin~ and Zoning Board of Coppell.

is projected to have 60%-64% of the number of trips during the AM and PM peak hours for the Riverchase Club

Apartments indicated the traffic impact of that development could be accommodated. The projected traffic level-
of-service was C and D, respectively for the AM and PM peak periods. It therefore is intuitively obvious that
the proposed 97 lot single-family development projected level-of-service is D or better. Traffic level-of-service
aasociated with the proposed dtwelopmont of Nortiflake Woodlands East No. 10 Phase B will not adversely affect
the intersection of Belt Line Road and M~,Arthur Boulevm. d. Current delays can bo improved by almost 90%
by imptcment/eg an altem~ve ~ co-fi_~ratiol~ aliowi~ tho southbound middle lane (currently thc inside
throufh-lane) to serve both through and left-turn traffic.. The traffic impact of Phase B of the Northlake
Woodlands East development is not projected to adversely affect the intersection of MacArthur Boulevard and
Belt Line Road, with the recommended improvements.
