Denton Tap Road Coppell, Texas 75019 RE: 2nd Access to High School/Town Center Drive ST 97-04 Dear Mr. EchoIs: On June 8, 1999 City Council approved a change order to our Demon Tap Road project to allow for the construction of a 2"a access to the high school. Due to right-of-way acquisition and scheduling issues with the contractor, work is just now commencing on the project. Based on prior meetings between the City of Coppell and the CISD there were cost participation commitments made by both entities to bring about the construction of the 2~ access to the high school. My understanding of those cost commitments was that the City of Coppell would pay 60% of the cost of the roadway from Sonic to the CISD property. The CISD would pay 40% of the cost of the roadway from Sonic to the CISD property and 100% of the cost across the CISD property. The length of the roadway is 909 linear feet. Of that total length, 204 linear feet is on the CISD property and 705 linear feet is between Sonic and the CISD property. The total cost to construct the roadway is $230,520. This cost exceeds the original estimate largely due to three factors 1) the need for a retaining wall along the north edge of the roadway; (This need was identified during public hearings in that the residents along the south side were very concerned about vehicles going out of control and crashing through the existing brick screening wall. As I am sure you are aware several vehicles have crashed through the brick screening wall that currently separates Humington Ridge from Coppell High School); 2) the installation of speed humps to reduce the speed of vehicles; and 3) the need for additional stacking length in Denton Tap for the turn lane to access the roadway. If the City were to stricdy follow the agreed upon cost participation, then the City of Coppell would be responsible for 60% of 705 linear feet of the construction or 46.54% of the entire cost of the project (60% x 705 + 909=46.54%). The school then would be responsible for 53.46% of the project (40% x 705 + 909 + 100% x 204 + 909=53.46%). If you utilize those percentages, the City's cost would be $107,284 and the CISD's cost would be $123,236. However, in reviewing my initial notes concerning the cost participation from 1997, the three aforementioned items i.e., retaining wall, road humps & left turn lane were not addressed in the original cost estimations. Therefore, I have reevaluated the cost to construct the roadway and eliminated the following items: Road humps - $19,000 Retaining wall - $36,040 Left turn lane - $8,118 Adjustment of sanitary sewer manholes - $1,000 Schedule 40 PVC conduit for irrigation - $360 Total $64,518 When those items are removed from the total cost of the construction there is $166,002 to be cost participated jointly between the City of Coppell and the CISD ($230,520 - 64,518 = $166,002). Using the adjusted cost of the roadway, the City of Coppell participation for the 60% from Sonic to the CISD property is $77,257 (46.54% x $166,002). The CISD's cost for the 40% from Sonic to CISD property and the 100% that is on the CISD property is $88,745 (53.46% x $166,002). It should be noted that the total cost of the access to the high school including the extension of the left turn lanes, road humps, retaining walls, and traffic lights is $323,680. Of that total project cost, the CISD is only being asked to participate in the amount of $88,745. The City of Coppell's cost of the total project is $234,935.33. Based on the total project cost and total CISD participation, the City is only asking for sligh~y more than 25 % of the total project cost from the CISD. Because this project has now begun and hopefully will be completed within two to three months, the city of Coppell is requesting that the CISD provide a check in the amount of $88,745 for its share of the cost of the 2"a access to the high school.
