On this date, an HBC Engineering technician arrived at the above refe::enced jobsite as scheduled for drilled pier inspection at Building B. Upon arrival, technician was told of situation and decided to discuss with Chris Bul:ler of Butler Construction as to what was the purpose of this pier (see attar:bed drawing for approximate pier location). No pier designation was provided by ,:ontractor. Chris stated that the purpose of this pier was because two original p2.ers were too close together a third larger pier was needed to bridge the other two because one caved in from original pier hole. Chris also stated he had talke¢ to someone with HBC about this. Technician called HBC but could not confirm wit] anyone there who had d~scussed pier with Chris Butler. Chris was also asked if he had consulted with the structural Engineer of Record for the project and Ire stated no. Technician informed Chris Butler that if he proceeded with the p~.er as is, that HBC would need to report that this pier was not in compliance wil:h plans and specifications and he agreed. Technician also observed that the cran~ was moved to this area of the building. It appeared as though it was intended :o set tilt panels on this column line in the next few days which may or may not De enough time for concrete in this pier to cure and properly hold panel if it .s set too soon. Concrete was placed in pier hole and complete as of l:15pm on :his date. Reinforcing placed in pier was not proper for pier of that size. Twc separate cages containing six #5 bars each were placed on the east side of pie:: hole and did not have balasters to keep reinforcing from touching bottom of pi~r hole. Excessive amount of soil fell to bottom of pier hole when reinforcing was placed in hole by hand and allowed to slide off top of hole. Integrity of t]tis pier should be questioned.
