The floodplain limits should be tied down on the property lines. 9. Some type of access for creek maintenance should be provided. 10. Varianccs should bc rcqucsted for allcya and eul dc sacs. 1 I. All easements should be shown on the face of the plat. 12. The 15 foot landscape easement, as per the Streetscape Plan, should be provided on the face of the plat. 13. All water and sewe~ lines should bca minimum 8 inch. 14. Please reevaluate the server line going into the lift station. You arc propooing to oowatruot it through a floodplain. Please evaluate if it oould be taken out to MacArthur and run north along MacArthur. 15. Please revise your typical paving section as shown on the drainage and paving layouts sheet. The standard section is 28 foot back to back not 27 foot. 16. Erosion protection should be provided at the ends of the cul-de-sac adjacent to Denton Creek and in the other areas along the creek that are experiencing problems or that may experience erosion problems. 5. Phase B ~':W~.g. mat# 10, Final Plat (Resubmittal), located along the east side of MacArthur Boulevard and north of Bethel School Road, at the request of Tipton Engineering. This submittal was what was approved by the Planning and Zoning Commission. It shows that Bethel School Road will not connect to MacArthur at this time. My problem is that the plat shows that Condor will connect to MacArthur. This basically means that Condor will be functioning as a collector road, not a residential road. If any access is allowed to MacArthur, then it probably should include the construction of Bethel School to MacArthur. 10. Riverchase Plaza, PFeliminary Plat, located along the northeast corner of Beltline Road and MacArthur Boulevard, at the request of Riverchase Plaza, Ltd. 1. The proposed 15 foot utility easement south of Riverchase Drive should be a minimum of 20 foot width. 2. A more detailed drainage study should be provided that shows an on site system. 3. I have some traffic concerns about this site in the fact that the ingress and egress to the site is limited. Vehicles exiting the site wanting to go south on MacArthur Blvd. will have to make a U-turn at either Riverchase or the existing median opening south of Riverchase or will have to exit on Riverchase and go through the Riverchase~MacArthur intersection. I recommend some type of traffic analysis or traffic study be performed to determine the impacts of this site and the layout of this site on the traffic patterns in the vicinity. 11. NmqMlb8 Weodlmids-Kftft ML 10, Irmal Plat (Resubmittal), located along the east side of MacArthur Boulevard and north of Bethel School Road, at the request of Tipton Engineering, Inc. 1. It appears as though this was preliminary platted back in the mid-80's, however it was never final platted. Therefore, the final plat has expired. It is my opinion that a new preliminary plat should be resubmitted along with drainage and utility plans. 2. A list of all variances should be provided. 3. The proposed alley connections to Bethel School Road in block 11 and 12 should be revised so that the alleys are turned back at a 90 degree angle prior to Bethel School Road. They should intersect Redwing and Condor instead of Bethel School Road. 4. All existing median openings in MacArthur Blvd. should be shown. 5. A minimum 15 foot landscape easement should be provided along MacArthur Blvd. The lots should be adjusted accordingly. 6. It appears as though lot I of Block 13 does not have alley access, please reevaluate. 7. It appears as though the length of the alley along Block 14 is excessive. Consideration should be given to providing an additional alley access point either between lots 12 and 13 or lots 13 and 14. 8. The alley for Block 9 also appem's to be excessive in length. I prefer not to have many alley connections to Bethel School, however, some consideration should be given to possibly providing an additional alley opening for Block 9. 9. The standard floodplain signature block should be provided on this plat. 10. There are fees due for this plat. Even though some fees were paid in the mid-80's, based on attorney's opinions, the current fee structure will be required for this preliminary and final plat. Information concerning the fees has previously been provided to Tipton Engineers. 12. Northlake Woodlands, Block 1, Lots 5-10, F'mal Plat, located along the east side of Rolling Hills Road, south of Bethel School Road, at the request of NLW Engineering. 1. The correct standard floodplain administrator signature block should be provided. 2. A minimum finished floor should be established for lot 10. 13. Riverside Church of Christ, F'mai Plat, located along the northwest comer of Beltllne Road and North Lake Drive (east of Denton Tap Road), at the request of John E. Hawkins & Associates, Inc. 1. The Coppell City Limits should be Shown on the south side of Beltline and on the east side of Sanders Loop on the final plat. 2. As per the subdivision rules and regulations, escrow should be provided for Beltline Road. The escrow is $160 per foot of frontage adjacent to Beltline Road. If the applicant wishes to appeal the escrow requirement, it will take City Council action to waive the requirement for escrow. 3. The drainage systems only collect water generated on site. Therefore, no easements are required for the private drainage systems. 4. The proposed contour changes along the west side of this site, in the general vicinity of contour 513, will create standing water adjacent to this site. The drainage contours and the drainage plans for this site should be reevaluated to insure that no water is being dammed up on the property west of this site. 14. Park 'n Fly Addition, Preliminary Plat, located at the northeast comer of Royal Lane and Cotton Road, at the request of Nathan D. Maler Consulting Engineers, Inc. 1. All fire lanes will be a minimum 6" thick concrete. 2. The drainage system has been revised to include underground drainage. However, there still needs to be contact made with the property owners to the east (CateHus). to obtain permission to grade to drain onto their property and discharge the water. Even though it is being discharged into the existing right-of-way for Southwestern Drive, the proposed grade to drain will in fact be a ditch and there could be some maintenance associated with it. 4. Copperstone Addition, Final Plat, located west of the intersection of Parkway Blvd. and Cowboy Dr., at the request of Centex Corporation. 1. Add standard floodplain note. 2. Label and tie down the floodplain/floodway from the rear of the lots. 3. A letter of map revision (LOMR) is required. 4. State who will be maintaining the floodplain on the rear of lots 8-16, Block A. 5. In the variances, it should say alleys not required for lots 8-34, Block A. S. S-107'/, Sonic Drive-In, to change the zonln_~ from C (Commercial) to C.S.U.P. (Commercial, Special Use Permit), located approximately 1,330 feet south of Parkway Blvd., along the west side of Denton Tap Rd., at the request of Dowdey, Anderson & Associates. Any assessments due for the improvement of Denton Tap Rd. should be paid. 7. ~Weudmds Fast d~0, Phase B, Final Plat (Resubmittal), located along the east side of MacArthur Blvd. and north of Bethel School Rd., at the request of Tipton Engheering. 1. The drainage easement should be labeled on the east side of lot 2, Block 15. 2. An off site sanitary sewer easement should be provided between Bethel School Road and Villet Drive. 3. Off aite easements will be needed south of lots 15 & 16, Block 9 and south of Bethel School Road near MacArthur Blvd. 4. The drainage easement between lots 15 & 16 should be twenty foot in width.
