RE: Northlake Woodlands East # 12 Block F, Lot 8
In 1993, the City. of Coppell constructed a sewer line along the rear of the referenced
property. During right-of-way negotiations with the property owner, Mr. Troth, it was noted
that due to the depth of the sewer line the CiW could not access the sewer line from the
surface. The sewer line is approximately 30 feet deep and within a 10 foot sanitary sewer
easement recorded in Volume 93100, page 5555. Also, there is an existing rock retaining wall
along the rear of this lot. Any digging in this area could have comprised the integriW of the
retaining wall. Therefore, given all factors associated with the construction of the sewer line
in this area, the City chose to micro-tunnel the line noting that there was no way to feasibly
access it from the surface. During right-of-way negotiations, there were discussions with the
property owner that when the property developed encroachments would be allowed in the
easement, given the fact that there was no way the City could access the sewer line from the
surface.
The current property owner, Lou Dugan, has indicated that at some time in the near future,
possibly the next four weeks, his pool builder, Mercedes Pools, will be requesting a permit for
the construction of a pool that will encroach into this easement. The pool itself is a play pool
approximately 4 to 5 feet deep and when constructed will be approximately 17 feet above our
sewer line. Based on the construction techniques that had to be utilized during the initial
construction prior to development of the adjacent property, the Engineering Department
offers no objections to the construction of the pool within the sanitary sewer easement.
