Item# 9 TRANSPORTATION: Northpoint Drive is a C4D four-lane divided thoroughfare within 80' of fight-of-way to the east of the subject property; however Northpoint Drive continues to the west as a C4U four-lane undivided thoroughfare within 90' of fight-of-way. SIJRRO~G LAND USE & ZONING: North- vacant; LI, Light Industrial South - Fellowship Church; LI, Light Industrial East - Freeport North existing office/warehouse; LI, Light Industrial West - S.H. 121, City of Crmpevine COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industhal/showroom uses. DISCUSSION: The applicant is requesting Preliminary Plat and Site Plan approval for Lot 1, Block 1 of Northpoint Addition. The proposed development will encompass a total of 16.13 acres, with the western seven acres being located within the City of Grapevine. The applicant has clearly denoted the 9.081 acres of the site, known as Phase I, which lies within Coppell. While the City limit line runs north/south through the property, the site has been designed so that only parking areas cross that line and all buildings are fully located in either jurisdiction. The applicant is proposing to construct a total of three office buildings, containing approximately 241,600 square feet. One building will be located within Grapevine. The remaining two buildings (Buildings 1 & 2) will fall within Coppell and they will be served by a total of 691 parking spaces, well exceeding the 457 spaces required. Staff review will only reference the buildings, parking, and landscaping which is located within the City of Coppell, with the exception of a parking area which falls within Grapevine, but will be constructed as part of Phase I. The proposed buildings will be tilt-wall construction, with contemporary architectural elements. The building walls and accents will be set apart by varied shades of white & gray. Portions of the east~west building walls and additional architectural elements will be painted reddish/brown with a glass block design. Both buildings are served by dumpsters located within dumpster enclosures designed to match the building and have been located in inconspicuous locations, so not to be visually prominent along Northpoint Drive. Item # 9 Building I will bc two-story, containing a building area of 104,600 square feet. Because thc building has been designed for office uses only, a significant number of windows arc proposed to bc located on all four sides of thc building. Thc building elevations indicate that a metal roof screen is proposed; staff has recommended that this roof screen appear to bc part of thc building and be of a color consistent with that proposed for thc building walls. Thc building will measure approximately 35' in height and 38.5' to thc top of thc metal roof screen. Building II will be one-story, containing 32,400 square feet of building area and be constructed to approximately 23' in height. Building Two will be situated toward thc rear of thc site, closer to Fellowship Church to the south and behind Building I facing Northpoint Drive. A 60 square foot monument sign is proposed to be located along Northpoint Drive. The sign will be constructed of thc same material, with thc same contemporary features as thc buildings and painted to match. Thc building elevations do not indicate areas for attached signagc. Staff recommends that thc applicant clearly indicate thc proposed areas to contain future signage, if applicable. Landscaping All perimeter, interior, and non-vehicular landscape requirements have been met with regards to thc required number of trees. However, there are some locations within thc parking areas where additional trees arc required at thc end of rows or within a row of parking. Staff has included conditions requiring thc applicant to provide thc necessary trees. Existing Hackberry and Mesquite trees will remain along the east property linc and approximately 12 additional trees will bc installed among thc existing trees. Some Cedar Elms arc also existing on thc eastern portion of thc site, but will bc removed because of their poor condition. Additionally, a row of Eleagnus shrubs exists along thc south edge of the property and appear to have been planted by Fellowship Church at the time of development. Thc applicant has indicated that approximately 246 new shrubs will bc installed to replace any unhealthy or missing shrubs. Preliminary Plat As previously mentioned, the proposed preliminary plat will establish thc 16.13 acre parcel as Lot 1, Block 1 Northpoint Addition. In order to eliminate any confusion, thc applicant has shown thc property in its entirety, with both thc City of Coppell and Grapevine plat requirements, allowing for one plat to bc recorded in both Dallas and Tarrant Counties. Also part of thc Preliminary Plat, thc applicant is shifting thc existing 30' Item # 9 access easement through the property to the Fellowship Church to the south. While access to the church will be maintained, the drive will be shifted to coordinate with the patterns of the new parking lot. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends APPROVAL of the site plan and preliminary plat, subject to the following condifiom: PRELIMINARY PLAT 1. Revise note on Preliminary Plat showing the abandonment of the 15' drainage easement along Northpoint Drive to include a label for the new Volume and Page numbers. SITE PLAN CONDITIONS: 1. Revise Landscape Tabulations (Sheet L1.01) to reference the City of Coppell as Phase I. 2. Eliminate Landscape Calculations shown for the City of Grapevine. 3. Revise Landscape Tabulations (Sheet L1.01) to show the Interior Landscape Requirements as noted by Section 34-1-8 (B.3). 4. Revise Landscape Summary Notation indicating that a deficiency in landscaping exists and eliminate notation that 25 existing trees will be applied toward the required number of trees. 5. Provide additional landscape islands, with trees, at both ends of the most northwestern row' of parking (along Northpoint) and within the parking row immediately south of Building I. 6. Revise proposed building elevations to show proposed areas for future attached signage, if applicable. 7. Clearly define and label the circular pattem shown between Building 1 and Building 2. Indicate if enhanced pavers, type of pavers, etc. ALTERNATIVES: 1) Recommend approval of the request. 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
