P & 7. meeting and recorn, mended approval (4-0) with Z variances. They are:
1. Deletion of an alley for lots 2, 3, 6, 7, 8 and 9.
2. Allow Lot 1 to front onto Mockingbird Lane ........ -"

Per the attached January 11, 1989 letter, the applicant accurately requested a
third variance waiving the centerline radius on Crestview Court from 4ZSft. (per
ordinance) to 75ft. (this must have been inadvertantlyomitted when taken to the
P & Z Commission due to the transition of personnel '.~ b.::.n Tarvon Bowman went on
maternity leave)
Staff has no objections to this variance. This is om-', of those cases where the ordinance
is set up providing a radius for a th_rough street at a specific speed, but the design of
the culdesac and turn around is such that traffic will travel at very low speeds and
therefore requiring the larger radius (425ft.) is not warranted nor necessary. This
variance is listed on tb.e Plat.

LOCATION: Northwest corner of MockinGbird Lane and the St. Louis
and Southwestern Railroad, (near Beltline Road
East/West).

HISTORY: This project received preliminary plat approval by
the Planning and Zoning Commission on October 20,
1988; and by the City Council on December 13, 1988.
Both approval actions included granting the requested
variances for: (1) Deletion of an alley for Lots 2,
3, 6, 7, 8 and 9, Block F: and (2) Waiver to allow
Lot 1, Block F to front on Mockingbird Lane.
SUMMARY: Applicant has met the requirements of the City's
Comprehensive Floodplain Management Ordinance (CFMO).
As a result, Staff has no objections to the Final Plat
as submitted.
ALTERNATIVES: 1) Approve the Plat.
2) Deny the Plat.

Dear Mr. Doyle:
We have completed our review of the material presented regarding the subject flood study relating
to City Ordinance No. 87390. The report entitled, "Floodplain Hydraulics Study - Grapevine Creek,
Coppell, Texas," demonstrates that the fill proposed for the project meets the conditions of the
ordinance.
It should be mentioned that the property can be altered without increases due to a backwater
condition created by the St. Louis and Southwestern Railroad and by Beltline Road. This fill would
not conform to ordinance requirements if both of these structures were modified to eliminate the
backwater condition.
This review is based on information presented in the subject report and in no way suggests that a
review of any other aspect of the project was completed such as site verification, construction plans,
specifications, surveys, or any other information related to the project.

Dear Ms. Bowman:
Per our phone conversation of January 10, 1989, this letter is to
request a variances on the above referenced project as listed
below.
1. Deletion of alleys on Lots 2, 3, 6, 7, 8 & 9.
2. Waiver for Lot 1 - frontage on Mockingbird Lane.
3. Waiver of centerline radius on Crestview Court from 425' to
75' .
As you know, items 1 & 2 above were approved on the Preliminary
Plat.
If you have any questions regarding these variances, please call
at your convenience.

road; (Items (2) and (4) should be deleted from Staff's
recommendation, the applicant has agreed to comply with the
City's Landscape Ordinance); Item 3: that an escrow agreement
be entered into with the City, prior to City Council; and an
additional item, that the applicant resolve the issue of the
screening wall with Staff.
Mr. James Allen of TU Electric was present to represent this
item. Mr. Allen stated that they are requesting to build this
joint Brazos/TU Electric facility on an existing Brazos Electric
site at the corner of Thweatt and Coppell Road. He also stated
that they are asking for three variances, and that they have
withdrawn their variance to the Landscape Ordinance. Mr. Allen
stated that they are going to submit their landscape plans to
Staff, and comply with the landscape requirements.
Following discussion Commissioner Johnson moved to approved the
final plat for the Coppell Switching Station with variances 1, 2
and 4; and variance 3 be amended to provide full landscaping on
the Coppell Road and Thweatt Road sides, extending 20 feet past
the present fence on both the north and the west, and the
landscaping be extended to match. Commissioner Thomas seconded
the motion; motion carried (4-1) with Chairman Munsch and
Commissioners Green, Johnson and Thomas voting in favor of the
motion, and Commissioner Redford voting against the motion.
Commissioner Redford excused himself from the remainder of the
meeting at this time.
Item 9: To consider approval of a Final Plat for Heartz Road, located
south of Parkway Boulevard, and north of Sandy Lake Road, at the
request of ABQ Development.
Russell Doyle introduced the item to the Commission. He stated
that Staff has no objections to the approval of the request;
however, Staff would request that decorative stone be added to
the head walls at the lake; and that the applicant show sanitary
sewer easements on the plat, and provide separate dedication of
easements before City Council approval.
Mr. Jay Chester of ABQ Development and Mr. Jerry Parche of
Parche Consulting Engineers were present to represent this
item. Mr. Chester stated that the City will pursue dedication
on the Perkins tract, and they are dedicating only what they
own. Consulting Engineer Kevin Peiffer then stated that the
City is currently working on obtaining that right-of-way.
Following discussion Commissioner Thomas moved to approve the
final plat for Heartz Road. Commissioner Green seconded the
motion; motion carried (4-0) with Chairman Munsch and
Commissioners Green, Johnson and Thomas voting in favor of the
motion.
Item 10: To consider approval of a Final Plat for Northlake Woodlands

East #12, located on the northwest corner of Mockingbird Lane
and the St. Louis and Southwestern Railroad, {near Beltline Road
East/West), at the request of Judy Troth Parsons.
Russell Doyle introduced the item to the Commission. Mr. Doyle
stated that this plat is presented with the following
variances: (1) Deletion of an alley for lots 2, 3, 6, 7, 8 and
9, as previously approved on their preliminary plat; (2) To
allow access from lot 1 on to Mockingbird Lane.
Mr. A1Wilkie was present to represent this item and answer any
questions. He stated that there have been no changes to the
plat since the last time they were before the Commission. They
have been having a drainage study done by their Engineers, which
has been submitted to City Staff and approved.
Following discussion Commissioner Thomas moved to approve the
final plat for Northlake Woodlands East #12. Commissioner
Johnson seconded the motion; motion carried (4-0) with Chairman
Munsch and Commissioners Green, Johnson and Thomas voting in
favor of the motion.
Item 11: General discussion concerning platting and zoning issues. There
was no further discussion.
The meeting was then adjourned.
