RE: Second access to High School Project # ST 97-04
Dear Mr. Hinckley:
This letter is written in response to your March 11, 1998 letter and as a follow-up to our
telephone conversations concerning the second access to the high school. The concept of the
second access road was presented again to City Council on April 14, 1998. Council has given
direction to staff to proceed with the design, bidding and construction of the roadway.
Obviously, before the construction of the roadway can take place the necessary right-of-way will
need to be obtained from your property. With this letter I am attaching a copy of the latest plan
plus a copy of the necessary right-of-way dedication and a utility/sidewalk easement. In order to
minimize the impact to your property, the City of Coppell is amiable to accepting just enough
right-of-way to construct the actual roadway. The balance of the parkway would be dedicated as
a utility/sidewalk easement. The easement would not be counted against any future building
setbacks on the property. The right-of-way has a width of approximately 15 feet and a total area
of about 10,121 square feet (0.23 acres). The utility/sidewalk easement is 10 feet wide and has a
total area of about 7,140 square feet (0.16 acres). As the plan shows, you will still have
approximately 181 feet from your south property line to the right-of-way and approximately 171
feet from your south property line to the easement.
Your prior letter raised several other concerns those being curb cuts, sidewalks, cost
participation and trees. Locations of any curb cuts to your property would be governed by the
Subdivision Rules and Regulations. For a roadway with a posted speed limit of 30 mph, the
driveway spacing is 90 feet. Obviously, the City would prefer to see spacing as far apart as
possible, but 90 feet is as close as the spacing should be. The placement of the sidewalk should
be on the south side. If it is placed on the north side a pedestrian would have to cross the
roadway as they approach Sonic Drive-In to access Denton Tap Road. While there could be
several sidewalk crossings of driveways those should be less dangerous than trying to cross the
28 foot street where vehicles are driving at a higher rate of speed.
There has been discussion with the City Council about the cost sharing for the roadway. It is my
belief that if the right-of-way and easement were dedicated to the City, then the City and the
School District would share the cost of the roadway with no cost sharing by yourself as the
property owner to the south. If this is something that you wish to pursue then some .type of
developers agreement should be worked out with the dedication of the right-of-way and the
easement that covers the fact that there would be no cost participation by the property owner to
the south.
Council was informed that there would be several large trees lost due to the construction of this
roadway. While they were not pleased with the loss of the large trees, they did understand the
fact that it was not feasible to dip the roadway south and bi-sect your property. The roadway is
currently planned to be 11 feet south of the existing screening wall. This is our typical parkway
and basically splits the difference between the 8 1/2 feet and the 15 feet that I had previously
proposed.
The City is actively pursuing fmalizing the design of not only this roadway but a signal light at
the intersection of this roadway with Denton Tap. Therefore, any assistance you can provide in
expediting your comments and opening it up to discussion concerning the dedication of right-of-
way and the easement will be greatly appreciated. I will be happy to discuss this further with
