TRANSPORTATION: Royal Lane is designated as a P6D, six lane divided thoroughfare contained within a 100-110 foot fight-of-way. Gateway Blvd. is a C4U, four-lane undivided road contained within 70 feet of fight- of-way. Item # 8 SURROUNDING LAND USE & ZONING: North - Postal facility; LI (Light Industrial) zoning South - Vacant; City of Irving East - Vacant; LI (Light Industrial) zoning West - Vacant; LI (Light Industrial) zoning COMPRI:J-IENSIVE PLAN: The 1987 Comprehensive Plan showed highway commercial as most appropriate land use for this site. DISCUSSION: The concrete batch plant will be used to mix concrete to pave the driveways and a parking lot which will contain 1,941 parking spaces. The batch plant will be placed on site for approximately thirty (30) days. Staff requests that the applicant hold the batch plant behind all building lines. As the current site is entirely surrounded by vacant property, staff believes that the neighboring land owners will not be adversely impacted by the presence of the concrete batch plant for 30 days. RECOMMENDATION: Staff recommends approval of this special use permit.
