Dear Mr. Giannopoulos:
This letter is written in response to your letter of March 30, 1994 addressed to Mike Daniel, of
Nathan Maier, concerning drainage from the Park N' Fly to the Gateway Business Park. Your
letter basically states the following:
1) Drainage in Gateway Business Park will flow to a storm sewer system located along the
north property line;
2) Drainage from Park N' Fly will dramatically increase the required size of the storm
sewer;
3) The incremental cost associated with the drainage from the Park N' Fly site should be
paid by the owner of the Park N' Fly site.
Albert H. Halff and Associates submitted construction plans in early 1992 showing drainage
improvements that included storm sewer systems in Southwestern Blvd. all the way to the west
property line of Gateway Business Park. Those plans also showed grading of the area south of
Southwestern Blvd. to accept water from Park N' Fly. The drainage area map for that set of
construction plans was dated January, 1992.
When it was anticipated that InterCeramics might purchase a lot from Gateway Business Park,
one of the concerns was the continuation of the drainage from Park N' Fly through the Gateway
Business Park. I worked with Pat Acker, of Albert Halff and Associates, to develop a drainage
plan which had a system along the west property line of Gateway Business Park to again accept
water south of Southwestern Blvd. and convey the water to the north property line of Gateway
Business Park. The Planning and Zoning Commission approved the replat of Gateway Business
Park with the condition that the drainage issues be resolved by the City Engineer prior to filing
the plat. The resolution of the drainage issues was a system along the west property line to
accept drainage runoff from Park N' Fly.
The drainage concept for Gateway Business Park showed accepting a total of 12.2 acres of
developed area from the Park N' Fly site. The Park N' Fly construction plans show, 11.67 acres
flowing onto Gateway Business Park. This appears to be consistent with the Gateway Business
Park drainage design. Also, the drainage design plans for Gateway Business Park showed pipe
sizes sufficient to carry the runoff from a developed Park N' Fly site. The design of pipes in
this nature is consistent with development within the City of Coppell. The general development
process is that the downstream property owner designs their drainage system to accept the
upstream developed runoff, conveys it through their property to the next lower property and so
Oil.
The position that Catellus has taken on the Park N' Fly development is not consistent with City
development processes. Also, Catellus has planned for several years, in their drainage design,
to accept the developed runoff from Park N' Fly. Even when the replat for Gateway Business
Park was submitted to allow for the development of InterCeramics, you revised your drainage
plans to again show accepting water from Park N' Fly. Only, at that point was the Engineering
Department comfortable with the approval of the replat of Gateway Business Park. However,
since that approval, the referenced letter has been submitted from your firm expressing your
concern about the Park N' Fly site. Because of that letter, it is now my opinion that the
drainage issue has not been resolved.
I would request that you work to resolve this issue with your local engineering firm, Albert
Halff and Associates, so that both projects can proceed in a timely manner. At this time, the
Gateway Business Park plat of record shows Southwestern Blvd. stubbed to the west property
line, therefore, the Park N' Fly site has the fight to discharge its drainage consistent with natural
drainage patterns and consistent with drainage concepts submitted by Gateway Business Park.
