Considering the characteristics of the soil and laboratory tests, it is recommended six-percent cement (27 pounds per square yard) be used to prepare the paving subgrade within the City of Coppell easement. As an alternative, the upper six- inches may be excavated and replaced vdth Texas Department of Transportation, Item 247, Flexible Base, Type A, Grade 2, or better. The subgrade with either alternative should be compacted to a minimum 95-Percent Standard Proctor Density within minus two to plus four of the optimum moisture content.
