This letter concerns an interpretation of the streetscape plan which defines
locations for special pavements at the entry of subdivisions in the city of
Coppell. The ordinanoe itself is o0~i~g and ambiguous and for that
reason, I contacted Mike Stevenson of ~l)I for his description of the "intent"
of the relation. F~ ocaacux-£ed with me; the "intent" of the recp,~rement is
to provide special pavement in t~se areas ~Jaich are considered "special;,
i.e. ~ the developer and the city should do something different from ev-
er~ else in the city to make an impression on the public. To place
special pavers at every minor street crossing entering a subdivision would
to~_a!ly defeat the impact and reason for having the pavers in the first place.
"M~r intersection" as interpreted by Bandy Fleming means every intersection
in the city of Coppell. ~, the use of the term '~ninor intersection" in
the streetscape plan per~ns specifically to those intersections designated
as '%%inor intersections" on the Landscape Opportunities Map, Figure 92 of the
streetscape ordinance publication. Clearly, these minor intersections are not
shown at every intersection of roads le_a~ng in ar~ out of every subdivision.
I requested that Mike Stevenson of ~DI prepare a letter to this effect to be
sent to the City Manager and to Randy Fleming in your office. EDI respectfully
refused to prepare such a letter at the request of a developer but indicated
such a letter clarifying the intent of this regulation ~ould be prepared if
requested by the city of Coppell. I conveyed this information to Randy at the
time this issue w-as raised and when I made contact with EDI.

Today I again contacted Mike Stevenson and reconfirmed.his in~.tlon of
the ordinance. Mike has never been contacted by the czty o_r_~v~ ~.z.lce r.e-
garding this matter. Since final approval on Pa~k Msadow II/~~.'islon is.
being delayed because of this misunderstanding, I would res~e~fully request
that you contact Mr. Stevenson (750-1945) and confirm the intent of the
streetscape ordinance regarding special pavers. If, after speaking with Mr.
Stevenson, you feel this issue needs further clarification, Mr. Tom Wise and
I would be happy to meet with you, t~ city staff and EDI to reach sc~e con-
sensus. As I am sure you are aware, time is of the essence to Wiseco in re-
solving this matter and ~ would appreciate your assistance in obtaining the
final approval on our project.
