Box 478 Coppell, TX 75019 Re: Oakbend Addition Street Assessment Dear Ms. Bowman: Pursuant to your request, we have calculated an approximate front foot assessment cost for the above referenced project. We based our estimate on current construction costs of approximately $350.00 per foot for M6D, major thoroughfare. Both State Road and Thweatt Road are shown on the major thoroughfare plan as M6D. City policy is to relate the cost of construction to what it would cost to construct a 37 foot collector thoroughfare. Thus, the assessment per front foot is approximately $161.00. 37 ft. (collector)/80 ft. (M6D) = 46% x $350.00 = $161.00 The approximate front foot assessment cost for this development would be $194,820.00. Thweatt Road frontage: 605.05 ft. x $161.00 per ft. = $97,413.00 State Road frOntage: 605.01 ft. x $161.00 per ft. = $97,407.00 Should the city require the Owner to construct Thweatt Road from Coppell Road, west, to State Road; and State Road, from Thweatt Road South to Cottonwood Branch, as part of this development, then the associated thoroughfare assessment costs would be as follows: Thweatt - 1122 LF x $161.00 = $180,642.00 State - 2085 LF x $161.00 = $335,685.00 Total $516,327.00 17103 Preston Road · Suite 100 · LB 118 · Dallas, Texas 75248 · Phone 214/248-4900 The City would provide, if necessary, a pro rata agreement to provide a means for reimbursement when and as other property owners adjacent to Thweatt and State Roads seek to develop their property, less the owners own pro rata. At the time of final platting, owner should be required to commit to construction of the two streets adjoining their proposed development, or provide the City escrow amount for their obligation to Thweatt Road and State Road. Thweatt and State Roads are both in a poor state of repair at this time and this proposed development will have an impact on both these roads. Please note that the amounts shown are based on a $161.00 per front foot estimated assessment cost. The actual amount due to the City will be based on the actual cost when constructed.
