Derek Earle started on comments that last minute changes are
being made on the Oak Bend Project, the West side of property.
They don',t have approval yet, but Monday they should have. They
are in 95% completion stage.
Jeff, with Pierce-Lunsford Assoc., said that a representative of
MUD should be contacted and kept informed as to the scope of the
work, including utilities, and paving section.
The project is at the Southeast corner of ~e~ and State Road.
The first issue is the water and sewer. Th~T~e will be
complications on storm sewer, as this will take longer than two
(2) weeks.
Jeff stated that West of Post Oak may have to be extended and
that there was some confusion. The water and sewer lines are as
originally set, except the lines in the cul-de-sac will be
different. It is questionable as to the sewer connection. MUD
needs to ascertain. On internal property, the water line should
be tapped off 2" line south of Tweat Road. Tapping twice should
help as the storm sewer is under it. GTE meter is located at
Northeast intersection of Coppell and Tweat. You assume that you
will hit water line, but there is a chance you might miss. Larry
says the water line is over existing waterline on Tweat. Howard
said that you can loop feed on Royal Lane and that you can tie
the two water lines together. Derek Earle opposed and would like
to get rid of stagnate water at the dead-end of the loop. Mr.
Earl said, unless this is required, he does not prefer water line
to be on easement. Jeff said sewer should be put on lot line.
They would need to cut off water in that area and would effect
several people being without water. You can't shut valves on
each side, as Burning Tree ties to Coppell Road. Whether you
loop it or tie it, the possibility would have to be looked into,
Howard added. Coordination is critical and Carol needs to
contact Howard so that all people involved in this shut off will
be notified. Also, that the shut off should be done at night.
Larry commented that they drop manhole. The 7.40 grade steep is

the only choice because Jeff says the sewer line is going through
there. Howard expressed his solution and this was accepted.
Lone Star Gas and TU Electric need to be aware of what is going
on (especially on the North side of Tweat Road), so communication
is essential. Of course, this is to eliminate any problems or
conflicts. Scott remarked that there is no problems, asfaras
he's aware of.
Glenn said that Mike needs to be reminded of the underground
coming out of sub station at the North side of Coppell Road. GTE
is located there. Six feet below pavement there is an existing
pipe.
Derek Earle said completion would be six to eight weeks. The
utility contractor is working on the condu crossings. This
should take five to six weeks, Derek Earle said, as this will be
the last thing they do.
A plan sheet for the condue crossings should be given to Lacy
prior to the paving.
A discussion on the facilities was brought forth. Does utilities
cover this? It is important that somebody is there and aware of
what's going on, in case of any problems.
Derek Earle talked about when the paving project will be
constructed on State Road and Tweat Road. The utility contractor
will be kept separate from the paving contractor. A comment was
made that each project should be kept whole and separate.
Mike asked if zoning was approved yet. Derek Earl said yes. Two
weeks notice should be given prior to sanitary/water/sewer work.
Plans have been submitted, no permit is allowed, construction
cannot be begin (review process). Contact Shohre if you have any
questions.
MUD is working with developers at this point. Mr. Earle said
that complications have occurred and changes are being made,
setting back schedule about (2) two weeks. Water sewer can be
done quickly, maximum of two (2) weeks. He said there should be
no conflicts.
There is a drainage problem at two cul-de-sacs eastern tract, but
is about to be resolved.
Plans are running behind, but the excavation is complete.
Project is ready for utilities.
Questions asked to Carol Ann regarding work schedule for Murray
Page 3
Construction Company. She said that they don't work on week-
ends unless two or more days of rain occur during the week. Then
they work Calendar Date Contract. When work is done on weekends,
the City needs to be notified. Larry said that this should be
discouraged if at all possible, but if anticipated ahead of time,
a letter should be generated and approved. Overtime pay will be
calculated with the contractors will share in the paying of
overtime required by City. There working hours are from 7:00 to
5:00. Glen talked to Carol about construction plans.
If precasting holes are used, submit a letter and it will be
determined at that time whether it can be used.
Inlets are to be placed half way. There is a 30-day waiting
limit when the sewer line is put in. Murray does use detector
plates. Various tests are made prior to water being turned on.
(Pressure/chlorination)
Grades have not been verified and copies will need to be
submitted to Jeff Hawkins. Derek mentioned that there was extra
dirt (trench dirt) and they have placed to put it (mainly along
the walls of the creek).
The Parkway grade areas, the slope, should be 1/4" fall. Before
road is cut, a permit from the City is required. Also, boor
permits for that particular work. Barricades will need to be
placed on any construction along Tweat, as we are liable in case
of accidents. Better developed signs are out. Six to twelve
inch adjustment rings are used on manholes.
Jeff asked what are the off sets? Three feet are the off sets on
right-of-ways, which are relatively deep. Main line is only 3
feet. Is vertical services ok? Howard said in Parkview, there
were no problems.
1" wire services at least three feet beneath paving. Water
testing should be made through hydrants located on Tweat and
State. There is two construction meters. Contractor should have
the Safety Plans and City needs a copy.
On the final and one walk-thru and paving segment, the plan will
be stamped on site {(as-built) plans} The property lines, etc.
will be established at this time.
Any trees on site will stay and you will need to go thru Derek
Earle to cut these down. He said approval should be made before
removing any trees. If the trees are in the way, there should be
no problem in removing them. Jeff said if questionable, flag
them off!
When is the Lone Star Gas Main going in? Please talk with Mr.
Page 4
Earl if you have any conflicts. Meter boxes sometimes go in on
the main curb (waterline). Jeff and Mike Daniel said the
franchise utility, paving must be accepted before project is
entered. Derek said coordination is a must on this.
Sewer lines should be above the property lines. Is Mueller
asphalt approved? Field tests for the meter loop at Pecan Hollow
is being done. Afterwards, it will be approved.
No delivery of any materials should be made on job.
95% is under street, 90% outside of paving.
want settlement. +-3% water
If sidewalks, don't
Jeff said that Church is overly concerned about alley being too
close to grade. He didn't want grade change on alley to be done
at last minute. He wants them to be consistent. Bill, with Lacy
Co., needs to check with Mike and Derek if there is any grade
conflict.
Excavation contractor's standard - Line stabilization vs. cement
stabilization. The City Ordinance - Life stabilization process
of cement should be checked by geology of the soil is tested and
has to be approved. Mr. Earle said that Lacy Co. needs to check
with him two weeks prior to this application, in regards to
percentages. Samples should be taken also.
Ready mix will be done on site. Concrete mix design should be
submitted to Larry. Design criteria, concrete thickness and get
a copy to City Ordinance rules and distribute to necessary people
involved. Marking curbs, for water sewer lines, was mentioned
and Derek said that painting curbs is fine. Utilities should
leave markers and also, paving, but sometimes they disappear,
Larry said.
Solution was made in regards to manhole lids. The concrete
adjustment rings, Larry said, are essential and eliminates any
problems that may occur.
Water sewers should be back to curb about 25 feet.
Batch plant was discussed and Derek said leave options open, will
paint the curbs. Just let Bill know.
