Dear Ken:
Attached with this letter are copies of some of the documentation and correspondence relating to
the drainage channel adjacent to I,ot 52, Block A, Oakbend Addition. This particular aspect of the
Oakbend project was somewhat controversial at the time due to political influences. Essentially,
when the zoning of this property was approved by the City Council, several changes were mandated
including extension of the cul-de-sac (Beal Lane) to the west. When this was done, it was
necessary to channelize an existing drainage ditch through the project. The plans were submitted
to the City for this channel including use of a box culvert to access Lot 52. HEC-2 runs were
provided by Nathan D. Maler as well as engineering plans for the channel. These were reviewed
several times by the City's consultant (Ginn Engineering). As you can see by the documentation,
several reviews were done on the plans and Ginn had approved them in the end.
At this point, we were inlbrmed by the City staff that a building permit would not be issued for Lot
52 because of unspecified concerns despite the approval of the plans by Ginn. AtIer several
exchanges with the City staff on this issue, Centex finally agreed to not construct a home on this
lot in order to move the project on. We agreed at that time that Lot 52 would be dedicated to the
Homeowner's Association for use as a park.

its use by the home owners. The low chord of the bridge is well above the water surface elevation

the channel is within the guidelines of the City. We respectfully request approval of the bridge as
designed based on this information,
