Estates for Tweatt Road right-of-way '

When the Woodlands of Coppell was being platted, it was noted that to provide the proper
centerline radius for the future construction of Sandy Lake Road additional right-of-way should
be dedicated off of the northwest comer of the Woodlands of Coppell. The additional right-of-
way dedication, if continued west, will encroach on Lot 1, Block A of the Oak Bend Estates
Subdivision. When this was brought to my attention, I contacted Centex Homes to inquire about
the status of the lot. Currently, the lot is undeveloped and Centex has put an internal hold on
the sale of the lot until such time as the City responds back as to whether or not we are
interested in purchasing the additional right-of-way at this time. When the Oak Bend
Subdivision was platted they dedicated the typical 55 feet from center line, but it appears no
thought was given to the future construction of the roadway and the proper centerline radius for
the horizontal curve. As can be seen on the attached exhibit, the proper centerline radius will
cut through Lot 1, Block A Oak Bend Estates. At this time the City has two options:
Option One, do nothing.
a. This option puts the City in a future position to either build a roadway with a
substandard centerline radius, thereby, affecting the ability of traffic to travel on the
roadway in an efficient manner, or;
b. At some point in the future when Sandy Lake Road is being constructed the City could
be placed in a position of having to purchase and condemn a house on that lot.
Option Two, the City can purchase a portion of Lot 1, Block A Oak Bend Estates at this time
and hold it as right-of-way until such time as the street is developed. Obviously, the down side
to this is that the City would have to mow and maintain this area between now and that time.
Also, the future status of the existing screening wall will need to be addressed.
The attached exhibit shows the problem as it relates to the construction of a future roadway with
a proper centerline radius. I will be available to discuss this in greater detail at the executive
session and answer any questions that Council may have.
