Additional discussion concerning potential right-of-way acquisition
on Thweatt Road

Since the April 25th, 1995 City Council meeting, staff has had several meetings with
representatives from Centex discussing the acquisition of part or all of Lot 1 of the Oak Bend
Subdivision for the future widening of Thweatt Road (Sandy Lake Road). Based on the most
recent correspondence with Centex, the purchase price of the lot would be $40,000 (see attached
letter). Since that letter, staff has performed an on the ground survey to tie down the existing
screening wall, substation and transmission poles on the north side of Thweatt Road. Based on
that survey, the two options available to the City are 1) purchase Lot 1 of the Oak Bend
Subdivision; 2) design this section of roadway as a four-lane divided roadway in lieu of a 6-lane
divided roadway. Council may recall that recently the portion of Sandy Lake Road between
MacArthur Blvd. and Denton Tap was downgraded to a 4-lane divided roadway. It is quite
possible that the 4-lane divided roadway could continue westward through the residential areas
of Coppell and then transition to a 6-lane divided roadway at the intersection of future Freeport
Parkway with future Sandy Lake Road.
Staff will have a recommendation on how to proceed and will be seeking Council concurrence
on that recommendation at the Council meeting.

Dear Ken,
It was a pleasure meeting with you last week and I'm looking forward to working out the conclusion
of our Oak Bend Lot "01" of Block "A" with you.
After concluding that the lot would not be buildable after acquiring the "proposed right-of-way with
600' radius" we discussed the city's purchase of the lot for what we have in it ($40,000).
Ken, selling lots is not something we typically do. Our business centers around developing a lot,
building a home and then marketing the whole package. Our profits, of which I will not be able to
produce on this lot through your purchase, are only produced on the whole package.
I support your position of the lot purchase and feel it would be in the best interest of the city versus
dealing with the lot, a house, and a customer in the years to come. It certainly will be less
expensive.
To help determine the true value of this lot I asked John D. Ward of Neitzel Real Estate Company
to provide me a list of available lots and their current costs. I have attached his list in the hopes it
will assist you when you go before Council.
