RE:k...9~kbend Addition_9/ trt-i-lity Cons~ction Dear Mr. Goram: This letter will serve to inform you of the current status of the Oakbend Addition in Coppell and to clarify the direction and steps which we are taking in order to expedite the construction of the project. As you are aware, the City Council passed the final zoning ordinance for the project on August 14 while the final plat was passed at a previous council meeting. No other Council or P&Z action is necessary for the project to proceed. Drainage plans for the project are being revised due to revisions requested by the City Council and will be complete in two to three weeks. In the meantime, however, I requested that the City Staff approve the Water and Sanitary Sewer plans as originally presented in order to expedite the construction of the project. This has been done and a preconstruction meeting has been set for utilities on Friday, August 17. This meeting is intended to allow Water and Sanitary Sewer construction to proceed in a timely manner. Revisions to these plans due to extension of two cul-de-sacs at the west side of the property (mostly minor changes) are currently underway and are expected to be complete in a maximum of two weeks. These plans will be submitted to the City for review as soon as they are complete and issued to the Contractor upon approval. I am aware that Council requested Staff to be very attentive to the Drainage plans for the project to avoid future problems. We are in agreement with the importance of proper drainage for the area and are in the process of revising the drainage plans to resolve previous comments by the City concerning the drainage issue at the common property line with the Cistercian tract. The only other outstanding issue concerning drainage is at the west side of the property in the area formerly indicated as a park dedication. All drainage in this area will be carried in an underground system with the exception of the drainage channel at the northern edge of this area. All stormwater will be carried 1660 S. We feel that all areas of concern of the City are being properly addressed and that a satisfactory system will be provided. It is anticipated that plans for drainage will be submitted to the City in approximately two weeks for review. At the time the plans are approved, they will be issued to the utility contractor for construction. The only other outstanding issue related to Oakbend is the construction of State Road along the west side of the property as requested by Council. Due to the complexity of the preparation of these plans, it is anticipated that full plans for the street will be submitted in about three to four weeks. The plans for State Road have no impact on the Oakbend Addition and will be totally separate. We realize that completion of State Road is a condition for acceptance of the subdivision by the City. The only potential problem is in the dedication of 30' of ROW by Lacy which is necessary for construction of the street as requested by Council. We will keep you informed of the progress on this issue. Centex Real Estate Corporation will accept responsibility for changes to the utility plans and construction as a result of review by the City of the engineering plans remaining to be submitted. At this time, ! anticipate no further problems in completion of the project and appreciate your and the City Staff's cooperation in expediting construction. I will continue to personally coordinate the construction to ensure that all parties are informed of the latest status of the plans and construction. Please call me if I may be of further assistance.
