Dear Mr. Berk:
Pierce-Lunsford Associates is the District's Engineer for the
Coppell Municipal Utility District No. 1 in Coppell, Texas. The
District currently has a contract with American Developers and
Contractors to place utilities for the Parkview Addition
subdivision, located at the southwest corner of Lodge Road and
Parkway Boulevard. Enclosed is a copy of a billing statement we
recieved recently from American for repairs made to an existing
8" sanitary sewer line located in the Parkway Boulevard R.O.W.
As we discussed on December 17, 1987, the line was damaged on a
previous project when General Telephone placed telephone conduits
and manholes in very close proximity to the District's sanitary
sewer system.
I have highlighed a copy of the proposed Water and Sanitary Sewer
Plan for this project to show the location of the damaged pipe.
As part of the contract specifications for the project, American
was required to air test this sewer line from manhole to manhole.
Because this line failed the initial air test, an additional air
test had to be performed in segments to determine the exact
location of the leak. This segment test showed the leak to be
located adjacent to an existing General Telephone manhole, as
shown on the utility plan. American uncovered the line at this
location to determine the cause of the air leak.
When the sewer line was exposed, it was apparent that it had been
damaged when General Telephone excavated to place the telephone
manhole. Besides yourself, the damage was also verified by
representatives of American, Coppell M.U.D. No. 1 and the City of
Coppell. Pierce-Lunsford was contacted by General Telephone and
Dal-Tex Utilities during placement of the telephone line to
inspect similar damage to M.U.D. lines in other locations, but we
were never notified of damage in this location. American made
immediate repairs to the line so the area excavated next to
Parkway Boulevard could be backfilled, as requested by City of
Coppell officials.

General Telephone is not responsible for Item No. 1 of the
invoice from American, since this cost is covered as part of the
American's contract with the District. General Telephone should,
however, reimburse American for work included in Item No. 2, 3
and 4 of the invoice, since these were costs associated with
locating and repairing the pipe damaged during installation of
the telephone line. The invoice from American has been adjusted
to reflect the charges you are responsible for. General
Telephone can make the payment directly to American Developers
and Contractors. Otherwise, payment should be made to Coppell
M.U.D. No. 1 and forwarded to this office, so th~ work can be
added as a change order to the contract.
