In his letter, Mr. Ginn requested that the Federal Emergency Management Agency (FEMA) issue a Letter of Map Revision (LOMR) to reflect the completed Parkview A~4ition ~roject along Denton Creek. With his letter, Mr. Ginn submitted the following technical information prepared by Roberts and Dowdey~ grading plans dated June 1987, hydraulic analyses dated August 1987, water-surface profiles and channel cross sections of Denton Creek, and floodplain maps. The tract of land on which the Parkview Addition is located, had the 100-year floodplain designation removed from it by a September 24, 1987 L~4R. This LOMR revised the Flood Insurance Rate Map and Flood Boundary and Floodway Map number 480170, panel 0005, dated February 15, 1984. Our October 29, 1987 phone conversation with Mr. Art Whitney confirmed that Roberts and Dowdey were aware of this and were satisfied with the determination. Thus, for your reference, we are enclosing a copy of the September 24, 1987 LOMR. In her letter, Ms. Daneshmand requested that the Federal Energency Management Agency (FEMA) issue a Letter of Map A~endment (LO, A) to incorporate completed channel and floodplain modifications along Denton Creek. The area of concern for ~his request extends fro~ Denton Tap Road to De Forest Road. All necessary materials to process this request ware received as of June 29, 1987. It should be noted that a LO~A is issued only to re~ove the Special Flood Hazard Area (SFHA) designation, shown on ~he effective Flood Insurance Rate Map (FIRM}, from an area occupied by a particular s~ructure if it is ~bove the existing Base (100-year) Flood Elevation (BFE). Because this request is based on a completed channel modifica~ion, which results in a reduction in the BFEs and the 100- and 500-year floodplain delineations along a portion of Denton Creek, a Letter of Map Revision (LC~R) to the FIS, FIRM, and Flood Boundary and Floodway Map (FBFM) is being issued in lieu of a L~A. A LOMRis needed to revise the BFEs and 100- and 500-year floodplain delineations along Denton Creek based on changes in the hydraulic parameters used in the effective FIS, FIRM, and FBFM for your community. We have reviewed the submitted data that were ~repared by Threadgill-Dowdey & Associates, which included the following= H~C-2 hydraulic ~odeling of pre- and ~ost-channel modification conditions, da=ed June 29, 1987; and topographic mapping, dated Septmher 12, 1986, representing the proposed changes to the FIS, FIRM, and FBFM. Based on these data the BFEs and 100-year floodway elevations, and the 100-year (Zone A3) and 500-year (Zone B) floodplains along Denton Creek have been revised for a distance of approximately 1.6 ~iles ... downstream of Denton Tap Road. This L(I~R amends FIRM and FBFM n-~her 480170, panel 0005 and the FIS text, all of which are dated February 15, 1984. These changes are shown on the enclosed flood profile sheets; annotated FIS text Table 2, entitled 'Floodway Data'; annotated portion of FIRM panel 0005 C; and annotated Portion of FBFM panel 0005. Please note that the locations of the Denton Creek cross sections B and C have been revised, as shown on ~he enclosures. ." ~'~ ~-.~' Anderson Engineers, Inc., is currently restudying several streams within the City of Coppell, including Denton Creek; the analyses for the res~_~ied streams are to be submitted to FEMA by your community for our review. The analyses will then be used as the basis for a revision to Coppell's FIS, FIRM, and FBFM. This LOMR will be superseded by the revised FIS, FIRM, and FBFM based on the Anderson Engineers analyses. Public notification of this LOMR will be given in The Citizens Advocate on or about October 9, 1987, and October 16, 1987. A copy of this notification is enclosed. In addition, notice of changes will be published in the Federal Register. We encourage you to supplement this notification by ~reparing an article for publication in the community newspaper. This article should describe the changes that have been made and what assistance the community can give in providing data and interpreting the maps. It should be noted that National Flood Insurance Program regulation 44 CFR 60.3(b)(7) requires communities to 'assure that the flood carrying capacity within the altered or relocated portion of any watercourse is maintained.' This provision is incorporated into your community's existing floodplain management regulations; consequently, responsibility for maintenance of the modified channel rests with your cc~munity. The revised BFEs are effective as of the date of this letter; however, within 90 days of the second publication in The Citizens Advocate, a citizen may request that FEMA reconsider the determination made by this LC~R. Any request for reconsideration must be based on scientific or technical data. All interested parties are on notice that until the 90-day period elapses, F~24A's determination to modify the BFEs presented in this LOMR may itself be modified. Since this LOMR will not be printed and distributed to users such as insurance agents and lenders, the community will serve as a repository for the new data. We encourage you to disseminate widely throughout the community the informa- tion reflected by this LOMR in order that interest~ persons may offer new information or comments. The determination made in this LC~R has been made pursuant ~o Section 206 of the Flood Disaster Protection Act of 1973 (P.L. 93-234) and is in accordance with the National Flood Insurance Act of 1968, as amended (Title XIII of the Housing and Urban Development Act of 1968, P.L. 90-448), 42 U.S.C. 4001-4128, and 44 CFR Part 65. As required by this legislation, a community must adopt and enforce floodplain management regulations in order to ensure continued eligibility to participate in the National Flood Insurance Program. Therefore, the City of Coppell must enforce these regulations using, at a minimum, the elevations and zone designations in the SFHAs as shown on your community's FIRM, including the modifications made by this LO~R. The map as listed above and as amended by this letter will be used for all flood insurance policies a~ renewals issued for your community. 3 A Consultation Coordination Officer has been designated to assist you with any problems you may have concerning this LOMR.
