The earthwork and site grading contractor, R. L. Merrill, has
moved on site and should finish putting streets, alleys and
lots to grade by end of next week. Notice to Proceed should
be issued to American within one week to begin placement of
4" sanitarky sewer services along Parkway Boulevard only.
Placement of other utilities can proceed as soon as on-site
excavation is complete, at which time American will move two
crews on-site.
Work Schedule will be 10 hour days, 5 days per week.
Roberts & Dowdey will coordinate construction staking with
American including scheduling crews for staking and
determining offset distances for utilities. 4" sanitary
sewer services will be staked at center of lot and water
services placed 10' upstream from sanitary services in
relation to sewer main flow.
Contractor asked if wet bore will be allowed in lieu of dry
bore required by City of Coppell subdivision ordinance and
contract specifications. Steve Morton will allow wet bore as
long as Contractor uses subcontractor approved by City to do
boring, grouts encasement pipe sufficiently and cleans up
during and after boring operations. CMUD has no problem with
wet bore as long as unit price for this bid item is decreased
accordingly.

The riprap and retaining wall detail at outfall of the 54"
storm sewer has been modified as shown on Plate No. 9, 10,
and 12 of the construction plans. The quantities and amounts
for bid items 1, 6 and 8 of the Drainage Facilities part of
the Bid Proposal will be adjusted accordingly by change
order.
Contractor was warned to keep 3/4" water services minimum 3'
below top/curb elevation and also keep plenty of cover behind
curb to avoid conflict with soil stabilization and paving
operations.
95% soil compaction required under existin9 and proposed
streets and 90% outside paving at maximum + 3%, - 2%
deviation from optimum moisture content. Contractor will use
Hydromatic pneumatic or vibratory compactor. Dural will take
frequent soil compaction tests on various lifts for trench
backfill at start of project and adjust frequency according
to results. Contractor will keep backfill and compaction of
trenches up close behind placement of utilities. Contractor
will coordinate with Brad Williams and Duval as to when
backfill will be ready for compaction tests. Contractor pays
for any ret.sting of densities which do not pass original
compaction and/or moisture test.
Utility contractor is required to return subgrade to within
0.1' of what it is when they move on site. Excess spoil can
be leveled off on adjacent lots as long as adequate drainage
is maintained.
e
Adjustment rings will be placed on all manholes - minimum
6", maximum 12".
10. Water needed for hydrostatic testing of water system is to be
obtained through service line from existing fire hydrants, 2"
copper line from existin9 to new water line, or by water
truck. Feeder line must have in-line double check valve to
prevent contamination.
11. A weekly meeting will be held each Wednesday on site at 9:00
a.m. for all participants to coordinate scheduling, discuss
any problems and check status of project·
12. Contractor will abide by OSHA's specifications concerning
excavation and shoring of trenches more than five feet in
depth. Contractor generally maintains vertical walls to 5'
above bottom of excavation and then slopes back according to
OSHA specifications for type of soil encountered. Contractor
indicated shoring will be utilized in some locations such as
water line borings, connection into existing 10" sanitary
sewer line and 4" sewer service connections into existing
main along Parkway Blvd.

13. Contractor was warned that there is an existing sprinkler
system in the R.O.W. on south side of Parkway Boulevard.
14. A final inspection of utilities will be made by CMUD, City of
Coppell, Developer and Contractor representatives to insure
mutual acceptance by all parties. All comments or inquiries
concerning construction practice or workmanship during
construction should be directed through CMUD project
observer.
15. Plans stamped by the City of Coppell as "Approved for
Construction" must be received before contractor moves'on the
job site. One set will be given to the contractor and two to
Pierce-Lunsford.
16. Pay estimates will be submitted on forms provided by Coppell
M.U.D. The cut off date for work completed will be the 15th
of the month. Quantities completed will be agreed upon by
the M.U.D. inspector and construction foreman, who are to
sign the form and have it to Pierce-Lunsford no later than
the 20th. Payment to the contractor will be recommended to
Coppell M.U.D. Board of Directors at the following month's
meeting, usually the second Tuesday of the month.
17. Curb inlets will be cast-in-place. Contractor would like to
place inlets after streets are paved. Paving contractor felt
this would not be a problem as long as adequate drainage is
maintained. Manholes will be pre-cast and manufactured by
Sherman Concrete Products as approved by City of Coppell.
18. Street cut permits must be obtained by utility contractor for
each location where it is necessary to remove existing
street. Appropriate barricades must be maintained.
19. Parrent Engineering and Construction will construct retaining
wall on south side of project. He will schedule his work in
coordination with utility contractor for placement of storm
sewer adjacent to retaining wall.
20. It was agreed Contractor can proceed with extra work
on a verbal approval if contractor was explicitly told the
scope of work to be done and agreement was reached on the
cost and time to complete work. Verbal authorizations will
be followed up by written change order.
21. 8" water line is to be PVC SDR 14 with 42" minimum burial
and sand embedment. T.P.& L. was contacted ~hd' 'confirmed
that electric lines will be placed 36"-39" below T/curb.
American should construct waterline and other utilities to
avoid conflict with other proposed improvements.

22. City of Coppel 1 currently has right to require T.V.
inspection of sanitary sewer lines after.placement if there
is any reason to question the quality or workmanship of any
line or services. A unit price was included for this work in
the contract in case it is deemed necessary.
23. Contractor must furnish as-built plans following construction
with all changes indicated and showing distance ties from
fixed objects (manholes, valves, firs hydrants) to all water
and sanitary sewer services. American will place a locater
in backfill of each service line before paving contractor
moves on site in order to relocate services.
24. A walk-through of project will be made with CMUD and paving
and utility contractors to verify condition of utilities
before paver moves on site. Paver is expected to return
utilities to same condition before utility contractor moves
on site to finish project.
