Valley Storage Computations INTRODUCTION The subject property is located northeast of the intersection of Sandy Lake Road and Riverchase Drive on the north side of Sandy Lake Road. The 18.9 acre tract is located about 1000 feet west of the Sandy Lake Road bridge crossing the Elm Fork Trinity' River. A Location Map illustrating the site vicinity is provided in Appendix A. The project site. hereinafter referred to as the Sandy Lake Road Property,, is within both the Review and Regulatory Zones of the Elm Fork, as defined in the Corridor Development Certificate ~Zlanual. Approximately 13.1 acres of the property is within the 100-year floodplain, and the entire tract is within the Standard Project Flood (SPF) floodplain. Additional floodplain characteristics and other pertinent information are provided on the CDC Application Forms contained in Appendix B. The Sandy Lake Road Property is currently zoned for retail and office usage. The ultimate goal is to develop the property as single family residential. The City Planning Department has indicated a receptiveness to a zoning change for the property to facilitate the desired use. However, the immediate concern if for reclamation of the properW only, with the zoning change and development to be accomplished at a later date. A General Site Plan showing a preliminary conceptual development scheme is provided in Appendix C. The majority of the project area is within the 100-year regulatory floodplain as defined for the National Flood Insurance Program (NFIP) and administered by the Federal Emergency Management Agency (FEMA). A Conditional Letter of Map Revision (CLOMR) is being requested for the proposed reclamation to comply with the NFIP regulations. However. a separate study and repor~ addresses these issues. The scope of this current study is confined to dealing with the regulations of the CDC program only. METHODOLOGY The floodplain hydraulics are analyzed in this study using computer modeling techniques. The computer program HEC-2 Water Surface Profiles developed by the Hydrologic Engineering Center of the U.S. Army Corps of Engineers (COE) is used for this purpose (Version 4.6.2; May 1991). The so-called Elm Fork Feasibility' Models are used for the base line condition, as recommended by the Hydrology' and Hydraulics Branch of the COE Fort Wo~h District. The COE Feasibility Models were obtained for the 100-year and SPF flood events. These HEC-2 models are duplicated as the initial step in this study. The duplicate 100-year model is provided in Appendix D and the duplicate SPF model in Appendix E. As shown in these models, the peak flow rates for the project segment of the Elm Fork are 51,500 and 99,200 cubic feet per second (cfs) for the 100-year and SPF events, respectively. These same discharges are used for all evaluations performed in this study. The impacts of the Sandy Lake Road Property on the 100-year and SPF floodplains of the Elm Fork are investigated. One aspect is in regards to the flow characteristics as illustrated by the resultant water surface elevations and channel velocities. For the 100-year flood event, the entire project site is located outside of the effective flow widths as defined in the duplicate model of Appendix D. Consequently, modifications on the site will have no impact on the Elm Fork 100-year floodplain in terms of water surface elevations or channel velocities. Cross sections in the SPF model are modified first to reflect the existing project site conditions. The distance from the main channel to the property located in the right (facing downstream) overbank is determined by scaling from aerial topographic mapping. The ground points within the segment of the cross section representing the project site are replaced with data based on field surveys performed by Nathan D. Maier Consulting Engineers, Inc. (NDMCE) in March 1996. Cross sections in the duplicate SPF model located at stream stations 932+97 and 933+59 traverse the Sandy Lake Road Property and are modified as described to represent existing conditions. To better define the site. the cross section at stream station 933+59 is repeated at stream stations 997+00 and These repeat sections are then modified as described to represent the existing site topography. The upstream end of the property approximately coincides with the section at stream station 939+40 in the duplicate model and is left unchanged. These modifications result in the existing conditions COE Feasibility HEC-2 model for the SPF. The input and output listings for this model are provided in Appendix F. Modifications proposed for the Sandy Lake Road Property consist of earthwork operations only. Fill is to be placed in the western portion of the property to reclaim the area for the ultimate site development. The fill will be placed and compacted to adequate densities. The fill will extend upward from the bank of Denton Creek along the north side of the property on a 4:I (H:V) slope to a minimum elevation of 447. On the south side of the 2 property adjacent to Sandy Lake Road, the roadway is to be improved in the near future and additional right of way expansion into the property is planned. The location of the proposed right of way is determined from construction plans obtained from the Dallas County Department of Public Works (County' Project No. 91-830, by Sverdrup Corp.; March 1996). The horizontal location of the right of way is matched by the proposed fill to be placed for this project. The top of fill elevation is also adjusted to match the grades proposed as per the roadway construction plans. The east and northeast areas of the site are to be excavated. Excavation will be from the property' line on a 4:1 slope, then outward to Denton Creek on a 1.0% slope. The bank of Denton Creek is to be cut to an elevation of 432. This elevation is based on being one foot above the crest elevation of Carrollton Dam as determined from the Elm Fork profile contained in the CDC Manual. This structure is located a short distance downstream of Sandy Lake Road on the Elm Fork and controls the normal water surface for this section of the Elm Fork and for Denton Creek. With the one foot provided to the low cut elevation, the property will not be encroached into by normal or low flow conditions for Denton Creek. Two small ponds are located in the northeast portion of the Sandy Lake Road Property. These ponds are to be left in their existing condition, with excavation to be terminated along the perimeters of the ponds at one foot above the normal pool elevation. The ponds will be protected from sedimentation during construction by placement of silt fences. All disturbed areas will be restored following construction by re-establishment of native grasses. The proposed site grading is shown on the Detailed Site Plan in Appendix J. The four sections in the existing conditions HEC-2 model are modified to represent the proposed grading as described above. The resulting proposed conditions COE Feasibility HEC-2 model is provided in Appendix G. These four cross sections are plotted with existing and proposed configurations superimposed and are contained in Appendix H. The plan view ~ocations of the sections are shown on the Floodplain Work Map which can be found in Appendix I. Another aspect of the floodplain hydraulics to be investigated is the available valley storage volume. The HEC-2 program has the capability' to compute cumulative storage volume in the floodplain. However, the project site represents such a small portion of the overall Elm Fork floodplain that results computed by the program would not be accurate enough for proper evaluation of the site characteristics. Instead. a total of 38 cross sections are derived from the field surveyed topography by NDMCE. The existing conditions are shown by these sections and the proposed grading added to reflect the completed construction. The 100-year and SPF floodplains are plotted on each section. The pre and post-project conditions valley storage volumes are [hen computed by the average end area method, using the median distance between cross sections. Note that only the volume available above the normal water surface elevation of 431 is considered. The plan view locations of the sections are shown on the Detailed Site Plan in Appendix J. The sections are referred to as Grading Cross Sections and are plotted and provided in Appendix K. The valley storage computations are tabulated and provided in Appendix L. 3 RESULTS The impacts of the proposed modifications to the Sandy Lake Road Property upon the Elm Fork floodplains are analyzed in this study. The lO0-year ~vater surface elevations vary from 444.64 at the downstream end of the site to 445.82 at the upstream end. Since the property is located in the ineffective flow area for the I00-year event, the project has no impact on these water surface elevations. The other flood event considered in this study is the SPF. The results of the floodplain evaluations for this event are compared in the table below. The values listed are taken directly from the HEC-2 outputs of Appendices E, F and G. In comparing the proposed to the existing condition, no increases in water surface elevation occur and only minor variations in the channel velocity are exhibited. The existing and proposed floodplain delineations are shown on the Floodplain Work Map provided in Appendix I. As stated in the Introduction section, about I3.1 acres of the existing site are in the I00-year floodplain, and the entire site area of 18.9 acres is within the SPF floodplain. For the proposed modifications, the area within the 100-year floodplain is reduced to 7.3 acres, or 11.6 acres reclaimed for site development. About 0.9 acre of the proposed finished site is above the SPF floodplain elevation. The valley storage computations summarized in Appendix L show that the existing project site encompasses a valley storage volume of 52.69 acre-feet in the 100-year floodplain. For the SPF floodplain, the existing site contains a volume of 124.53 acre-feet. The CDC criteria requires that any proposed modifications not result in any reduction in the I00~year valley storage and not reduce the SPF valley storage by more than 5%. The proposed, or 4 post-project, condition valley storage computations are contained in the latter part of Appendix L. The totals indicate 77.27 acre-feet in the 100-year floodplain and 118.32 acre- feet in the SPF floodplain. For the 100-year, this represents an increase of 24.58 ac're-feet over the volume for the pre-project condition. The SPF volume for the proposed condition is reduced by 6.21 acre-feet in comparison to the existing condition. This translates to a reduction in the SPF valley storage of 4.99%. 5 CONCLUSIONS The study methodology and results have been presented in the previous sections of this report. The study is further supported by twelve appendices of technical data. The proposed modifications to the 18.9 acre Sandy Lake Road Property are illustrated to have negligible impacts on the 100~year and SPF floodplains of the Elm Fork Trinity River. The project activities are shown to comply with the regulations and criteria of the CDC program. Thus, approval of this study by the City and the other reviewing agencies is urged and issuance of a Corridor Development Certificate is requested. 6 APPENDIX A LOCATION MAP MAP I APPENDIX B CDC APPLICATION FORMS Corridor Development Certificate December 1991 General.
