Dear Mr. Griffin:
Thank you for your letter dated December 17, 1996, requesting a preliminary technical
review for Corridor Development Certificate Tracking Code Coppell FP 1996-01.
As shown on the site map which was provided, the applicant seeks to place fill material in a
narrow strip bounded on the north by Denton Creek, and on the south by Sandy Lake Road. This
is the same area in which problems were encountered several weeks ago when regulated flood
releases were made from Grapevine Lake. Some of the problems were traced to a temporary
road crossing which became clogged with debris. While the temporary crossing has already been
removed, our concern for the area still remains. Until a thorough evaluation relative to Denton
Creek is accomplished, we are opposed to the placement of any fill material in the subject area.
Due to the various flooding problems encountered along Denton Creek during the last
regulated flood releases, we are considering an expansion of the Upper Trinity River Flood
Insurance Rate Map (FIRM) revision to include at least a portion of Denton Creek from the
confluence to Grapevine Dmn. This expansion would, however, require an endorsement by the
City of Coppell. Please provide us with a response indicating your desires on this matter within
the next 21 days.
