Re: Review of a CDC Application prepared by NDMCE, for a
18.9 acre site on Sandy Lake Road, City of Coppell, Texas.
Dear Mr. Griffin:
We have completed the review of a Floodplain Hydraulics Study, Elm Fork Trinity River for an
Application for Corridor Development Certificate, 18.9 acre site on Sandy Lake Road, City of Coppell,
Texas, prepared by Nathan D. Maier Consulting Engineers (NDMCE) in July 1996. Previously, we
reviewed a Conditional Letter of Map Revision (CLOMR) application for the same project and
forwarded our comments to you in a letter dated September 10, 1996. This CDC application is reviewed
for compliance with the City of Coppell Floodplain Management Ordinance No. 94639 approved on
March 8, 1994.
The following paragraphs address previously noted possible deficiencies in the submittal based on our
review:
1. Impacts of the project on valley storage· According to the NDMCE report, the project meets the
minimum CDC requirements for presen, ation of valley storage.
2. Flood Plain Hydraulics. According to the report, the proposed project will have negligible impacts
on the 100-year and SPF flood plains of the Elm Fork Trinity River..
3. Other necessary permits. CDC and the City of C0ppell flood plain management ordinance
approval is dependent upon Corps of Engineers 404 (wetlands, waters of the U.S.) permit approval,
if applicable. The applicant states that 404 permitting is not an issue, due to the condition of the site
and layout of the proposed plan. However, because of the city flood plain ordinance requirements, I
recommend that the applicant obtain written concurrence from the Corps of Engineers regarding 404
permitting requirements.

Based on our review of the above referenced CDC Application, I recommend that the City of Coppell
forward the Application to the Corps of Engineers for CDC review and clarification of the
wetlands/waters of the U.S. issues.
