COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
Light industrial/showroom uses.
DISCUSSION:
This is a request for approval of a site plan and a request to approve a
replat of property to be utilized for a warehouse/mover use. As
submitted, this project would be constructed in two phases. Phase one
would include the office and some warehousing. Phase two would be a
156,000 square foot expansion of the warehouse. When complete, the
site would accommodate approximately 25,000 square feet of office and
265,000 square feet of warehousing. In addition, 377 parking spaces
would be provided on site for truck, customer and employee parking.
The user is Allied Van Lines and the purpose of the request is to allow
warehousing, storage of moving goods and the office space needed to
accommodate the moving company. The proposal shows a six foot tilt
wall screening fence running parallel to Airline Drive with the north,
east, and west sides of the rear portion of the property enclosed with
landscaping and a six foot chain-link vinyl coated fence.
The site plan requires some modification to comply with our
development codes. Tree mitigation calculations between the applicant
and Leisure Services do not track, and further dialogue between the two
is needed. In addition, the monument sign is oversized and will need to
be redesigned to conform to our sign ordinance. Also, the color of the
vinyl-coated fence needs to be specified, and it is not clear from the
submitted exhibits where the Dress Blue color appears on the building.
Finally, and perhaps most disconcerting, the parking area landscape
islands on the east and west sides of the building do not contain at least
150 square feet of LANDSCAPE area. These islands also include stairs.
To meet our guidelines, each island must contain a minimum of 150
square feet of landscaping. Any stairwells would necessitate the islands
being made larger to accommodate the landscaping and stairs. As a
minor point, when the landscape-island-in-parking-lot provision was
added to the zoning ordinance, it was envisioned that these islands would
include trees with substantial leaf growth to assist in softening the
appearance of parking lots. It could be argued that Crape Myrtle trees
do not have sufficient leaf pattern to address that concern, and perhaps
another tree type might be considered for the parking lot islands. This is
especially bothersome to staff when these islands also include stairwells.
There are additional, minor alterations to the site plan that need to be
addressed outlined in our staff recommendations section of this report.
The replat is submitted to add fire lanes to an existing platted parcel.
The replat is straightforward, and staff supports it.

RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff addresses two recommendations here. With regard to the SITE
PLAN submission, staff recommends approval subject to the follOwing
conditions being met:
-Compliance with Leisure Services tree mitigation memo
(attached)
-Monument sign complying with code and indicate colors
-Specify color of vinyl coated chain link fence
-Approval of color board submittal and clear indication of
where Dress Blue color appears on the building
-Show minimum distance of landscape buffer at property
lines
-Planting islands to contain a minimum of 150 square feet
of landscape area, re-think the inclusion of Crape Myrtle
trees in these islands '
-All plans should show proposed sidewalks being linked to
existing ones
REPLAT approval subject to:
-utility easements being placed on the plat as determined by
TXU
ALTERNATIVES: 1) Recommend approval of the request.

4) Take under advisement for reconsideration at a later date.

COMMENT STATUS: PRELIMINARY F4NA~__~ RE~.~$ED
The tree survey shows that development is removing 584" of protected trees from the
site. Development is preserving 190' of trees, allowing a 25% preservation credit. The
total caliper inch of tree removed requiring mitigation is 438 inches.
The landscape provided will create a credit of 219' for the new trees added to the site.
This will reduce the number of caliper inches requiring mitigation to 219 inches.
The Tree Preservation Ordinance allows for the payment of $100 per caliper inch to the
Coppell Reforestation and Natural Areas Fund in reparation for this loss.
Please provide an executed Tree Removal Permit prior to removing trees from the site.
