RE: Parks of Coppell Concrete Flume

Tuesday, January 12, 1993, Mr. Bill Anderson of Dan M. Dowdey & Associates was contacted
to discuss the installation of a concrete flume in the Parks of Coppell subdivision. The proposed
flume is to be located along the back of Block E, Lots 1 through 11, adjacent to Pecan Hollow
subdivision.
The cause for concern is how the concrete flume would affect the placement of the individual
homeowner fence. Since the flume is located in a drainage easement and not in a common area,
the homeowners may fence the flume as a part of their lot. The problem that arises is when the
side fences are placed across the flume, there will be an approximately 6" gap caused by the
curbs of the flume. If a homeowner owns a pet, this would become a problem and may cause
the homeowner to place objects in front of the gap to prevent their pet's passage into the
adjacent lots. The placement of objects across the gap may decrease the effectiveness of the
flume.
After discussing the problem with Mr. Anderson, he agreed to investigate this matter. He
suggested one possible solution which required placing//3 rebar across the flume on 4" centers
at the property lines. This would provide a cage barrier to keep pets from crawling through the
gap without decreasing the effectiveness of the flume. Mr. Anderson said he would meet with
Derek Earle, the Land Developer Manager for this project, to discuss possible solutions. He
said he would contact me in a couple of days to let me know what was agreed upon.
Another concern that was discussed with Mr. Anderson was who would be responsible for the
maintenance of the concrete flume. I told him that the City would prefer the flume to be
covered in the Homeowner's Maintenance Association. He said that he had no problem with
this and that he would have this noted on the plat.
