Re: Southwestern Town Lot Corporation Gateway Park at Coppell -
Conditional LOMR Request for Floodplain Modifications on
Grapevine Creek. ·
Dear Mr. Powell:
We have reviewed the Conditional Letter of Map Revision Request
for the above referenced project dated June 18, 1985. Pursuant
to our review, we have the following comments:

1. In the report it is noted that some of the channel improve-
ments have already been completed. It appears that the existing
improvements have caused a 0.6 foot rise in the 100 yr. floodway
W.$. elevation at Southwestern Boulevard as per Table 3.
2. The new improvements being proposed from section 359 + 70
to section 384 + 20 are located on property not owned by
Southwestern Town Lot Corporation.
Mr. Michael Koesling of Albert H. Halff Associates, Inc. and I
discussed the proposed and existing improvements in a telephone
conversation the morning of May 30, 1986. Mr. Koesling
explained that the existing improvements, which were designed
by another consulting engineer, had been constructed a few
years ago and had been approved by the proper authorities, with
the exception of FEMA. For some reason, unbeknownst to him,
approval was never received from FEMA for the existing improve-
ments. Mr. Koesling also told me that there are existing
agreements between some of the property owners concerning the
proposed offsite improvements from section 359 + 70 to section
384 + 20. I understood from Mr. Koesling that his firm would
be responsible for insuring that all property owners adjacent
to the proposed improvements are aware of the nature of those
proposed improvements prior to beginning construction.
Based on our review of the information submitted by Albert H.
Halff Associates and my telephone conversation with Mr. Koesling,
I recommend that you forward the. Conditional Letter of Map
Revision Request to FEMA for their review and comment. I also
recommend that the City of. Coppell withhold consideration or
approval of the Final Plat and Engineering Plans for Gateway
Park at Coppell until the following criteria are satisfied:

1. A Conditional Letter of Map Revision for the proposed
floodplain and floodway modifications is received from FEMA.
2. The City Engineer receives written verification from all
property owners adjacent to the proposed modifications,
including the Texas State Department of Highways and Public
Transportation, that they are aware of the scope and nature of
the proposed modifications and give their consent to have these
modifications constructed as proposed by Southwestern Town Lot
Corporation.
The Preliminary Plat for Gateway Park at Coppell, Zoning Case
No. 986-04-15.5 was approved at the May 15, 1986 meeting of the
Coppell Planning and Zoning Commission.
