placed on an adjacent property without the Owner's consent or
knowledge to allow the applicant to avoid some of the
retirements of the zoning ordinance. Item No. 3 is a very
common re~est for a variance in the re~ired concrete paving
thickness for their non-fire lane parking lot area. We reco~end
that you deny items 2 and 3 on the basis of the following:
Item 2 - This item, if approved, might set a precedent which
would make the set back requirements in the zoning ordinance
difficult to enforce in the future; and we are always opposed to
approval of variances on items pertaining to the applicant's
property which will require concessions to be granted by an
adjacent property without the latter's written approval.
Item 3 - While this is frequently allowed in other cities we are
opposed to this practice since it requires a much higher degree
of accuracy of field layout and construction then is normally
achieved in this type of construction. Our main objection is
that it is impossible to maintain a minimum cover of 3" from the
steel reinforcing to the subgrade and a minimum 2" cover from the
reinforcing steel to the parking lot surface. The number 3 bars
being nominally 3/8" in diameter tends to complicate the aDove
requirements. With a full 6" depth of concrete it is not as
difficult to maintain minimum reinforcing steel cover under
normal field conditions.
