Mr. ~ansen:
The following is a compilation of items discussed during the
meeting with city staff to review the Park West Commerce Center
landscape, irrigation and grading plans. The agenda attached was
used to format the meeting issues to that of the review letter
dated November 3, 1989, written by Mr. Russell Doyle.

sufficient Sight Distances
T. H. Pritchett and Associates has laid out on the landscape
plans the City of Coppell 45' view triangle, and the City
of Dallas visibility tr.iangles (400' near side distance).
The review of this information was completed during the
meeting and was accepted by the city staff as a level of
visibility safety that is good and exceeding their minimum
standards.
2. Formal Planning and Zoning Process
The discussion of this issue and the presentation of the
landscape concept plan resolved that due care is being used
to coordinate the engineering and landscape master planning

issues on site. The landscape, irrigation and grading plans
will be resubmitted along with the plans for the entry sign
walls A and B, the civil engineering plans for the median
and street widening at Airline and Beltline Road, and the
electrical service plans for each sign. This discussion
allowed the city staff to become more aware of all the
preliminary plat and final plat issues related to this
property. In addition, it was determined that the
landscape, irrigation and grading plans were being
constructed on a piece of property that had a final plat
status.
3. Future Sidewalk on Beltline
The need and location of a future sidewalk were discussed.
It was determined that a variance would be requested for
not requiring sidewalks during the platting process. If a
variance could not be achieved, the location may need to be
reviewed by the City Council to allow the sidewalk to be
built at the back of curb. If this could not be achieved,
the plans now show on sheet G-6 a detail section of the
sidewalk location. Discussion of the City of Coppell hike/
bike trail system noted the need for a Class I trail through
the drainageway/creek. This will be reviewed during the
master planning process, and if accomplished, may reduce any
need for sidewalks on site.
4. city of Coppell Utilities
The discussion of all the city utilities in the parkway and
Mr. Howard Pafford's comments was completed. All of the
city standards will be followed in raising or lowering
utilities. On the revised plans for landscape, irrigation
and grading is a copy of the utility items we have
determined, along with city staff that must be addressed in
the field during construction.
5. Building Inspection Department
Mr. Greg Jones was present to discuss the need for a grading
permit. Hill & Wilkinson is to apply for the permit.
There was discussion of the visibility ordinance as a
requirement of a grading permit, which also has been
resolved.

6. Public Works Departments
The discussion of the need to be informed of all activities
taking place in the city R.O.W. by contractors was reviewed.
The city can then best coordinate utility locations. The
city also permits all activities in the R.O.W.
Mark-Up Plan Review
The City Engineering Departments' review comments of Mr.
Howard Pafford were discussed above. The comments of Mr.
Richard Diano were reviewed and will be accomplished on the
resubmitted set of plans.
~cope of Berm
Through the review of sections on G-6 of the plans, the
discussion of the visibility minimums was reviewed for
future curb cuts on Beltline, and the city staff agreed that
future curb cuts can be accomplished with the required
grading of the berm and be safe while meeting the city
ordinance for 45' view triangles. Also the slopes of the
berm on the plan were determined by city staff to be
reasonable, and that a 3:1 maximum could be maintained. The
berm on Beltline is to be surveyed by Will & Wilkinson at
+ 200 foot intervals and plotted on plan for submission to
The City Engineering Department to review along with our
drawings.
9. Parkway on Beltline Road
The parkway is 14'0" on Beltline Road and is now represented
on the plans. There are no problems with the parkway on
Airline or Freeport Parkways.
In conclusion, the issue~ above were all addressed to the
satisfaction of the city staff. The following issues are yet to
be completely resolved: the future sidewalk location or variance
for removal from the plans, and the actual constructed grades and
dimensions of the berms on Beltline Road.
