Dear Steve:
Once again, I would like to thank you for taking the time
Wednesday, September 19, 1990, to review the status of the final
plat for the Park West Commerce Center Addition formerly known as
Gateway Park at Coppell.
At that meeting you requested a status report for the plat
conditions approved by City Council. Enclosed please find a copy
of those conditions. The followng represents our understanding of
the status of those conditions.
Condition No. 1 required submittal and approval of the
construction drawings by July 10, 1990. As you know, Don
Davis has submitted several sets of plans and has been
working with your staff to address their concerns. Condition
No. 2 required execution of the covenants by May 10, 1990
which was completed.
Condition No. 3 required the submittal and approval of
hydraulic studies by July 10, 1990. As you know, in order
for the City to employ the services of Albert Halff
Associates for a similar task, the City approached Prentiss
Properties and requested that Prentiss pay an amount of money
to the City that equaled the contract price Prentiss had
secured with Albert Halff Associates and that the City would
amend its work order with Albert Halff Associates to include
the scope of work intended for Prentiss. It is my
understanding that the City Comprehensive Study is in a draft

form waiting to be presented to Council in October. It is my
further understanding that Albert Halff Associates has
submitted documentation to satisfy this requirement.
Condition No. 4 was intended to put the applicant on
notice of an improvement that might be necessary. Conditions
5 and 6 called for notes on the plat which were placed on the
plat.
Many of the "conditions" are actually statements authorizing
the phasing program. Condition No. 7 sets forth a schedule for
construction plans, construction of infrastructure, construction
permit fees, and Southwestern Drive. Condition No. 8 establishes
the schedule for construction of the sidewalks. Additionally,
Condition No. 8 requires that the covenants and restrictions be
amended to reflect that the sidewalk be constructed by the
property owners' association. This was done accordingly.
