Box 17300 Fort Worth, Texas 76102 Mr. Wayne Lea Chief, Permits Section Re: Wetlands Determination and Section 404 Permit Requirements for Grapevine Creek - Southwestern Boulevard to IH 635 in CoppeR, Texas Dear Mr. Lea: Halff Associates is currently in the process of submitting a hydraulic study entitled "Flood Plain Study on Grapevine Creek - Southwestern to IH-635" to FEMA for a conditional letter of map revision. A copy of this study and the applicable USGS quad map is enclosed for your review. The project consists of the following improvements to the existing Grapevine Creek channel: 1) Improvements to Southwestern Boulevard - Dual 163 foot bridge structures 2) A proposed rail spur crossing Grapevine Creek 3) A drop structure immediately downstream of IH 635 to control erosive velocities. The drop structure was approved previously by the City of Coppell and FEMA. It includes approximately 600 feet of channelizafion which transitions from the existing 200 foot bottom width channelized portion of the creek to the drop structure. Erosion protection is required for a distance of approximately 80 feet downstream and upstream of the structure. This drop structure and erosion protection affects less than one acre of flood plain land. The bridge crossings'include only minor channel work under the structures with erosion protection on the side slopes. ENGINEERS · SCIENTISTS · SURVEYORS U.S. Army Corps of Engineers October 18, 1990 Page 2 The existing 4000 feet of channelization from Southwestern Boulevard to upstream of Freeport Parkway was constructed in 1983 by a previous property owner. A wetlands determination (Project Number 8800~ ~.~ - c,~py attached) was obtained in September of 1988 for this reach of Grapevine Creek by Messinger Investment Company. However, the portion of this project from the existing channelization upstream to IH 635 has not received a determination. Property in this entire reach of Grapevine Creek has changed hands several times over the past ten years but two of the current owners, Prentiss Properties Ltd., Inc. and Catellus Development Corporation are beginning to develop industrial warehouse sites in the area. It is on behaff of these developers and the City of Coppell that we are requesting this wetlands and 404 permit determination.
