Box 478 Coppell, TX 75019 Re: Park West Commerce Center CONSULTING ENGINEERS Dear Ms. Daneshmand: Pursuant to your December 4, 1990 memo to Steve Goram, our December llth meeting with the staff, William Dahlstrom and Don Davis, and the ensuing December 13th letter from William Dahlstrom, we offer the following comments. Prior to discussing specific details of each of the items in question, may we please provide a brief overview that may help explain our position. The Master water and Wastewater Plan is a plan which provides for the location and sizes of future water and sewer mains to accommodate the ultimate development of the City. The Capital Improvements Plan (CIP) is an incremental 5-10 year plan for the orderly development of the City's utilities infrastructure. CIP projects may be done by the City or private developers. The Impact F~es are project specific fees. They may only be used for the projects that are listed in the Impact Fee Study. These projects are normally part of the 5 - 10 year CIP plans. It is entirely possible that a project can be listed in CIP plans but not in the impact fees. If a project is listed in the Impact Fee Study and is constructed as part of a development, then the developer would receive a credit against any future impact fees that may be applied to his development. It is our understanding that if a project is listed in the Master Plan or CIP plan, as being required, and not included in the impact fees, then the current Subdivision Ordinance regarding pro-rata or oversizing of lines will be in effect. Considering the above comments, the following specific items are addressed. 17103 Preston Road · Suite 100 · LB 118 · Dallas, Texas 75248 · Phone 214/248-4900 Regarding the comment about replacing the 8" waterline along Belt Line, from Wrangler to Southwestern, the City's Master Water Plan indicates that a 16" waterline is required. Since this line is not shown in the current Impact Fee Study, the developer should be required to install the 16" with the City participating in the cost of oversizing (from 12" to 16") as per the current subdivision ordinance. We have no objections to replacing the 8" waterline along Southwestern with a new 8" line in lieu of the suggested 12" line, as Howard Pafford suggested. Regarding the 24" sanitary sewer line comment, it is our opinion that the developer should be required to install the 24" sewer line at this time. The 24" line is indicated on the Master Sewer Plan and included in the Impact Fee Study as being needed, and has been adopted as part of the Impact Fee Ordinance. The developer will be reimbursed for his costs, of the installation of the line, with a credit against future impact fees, in accordance with the city of Coppell Impact Fee Code, Ordinance No. 90478. The box culvert issue in Southwestern Annex is still unresolved at this time. We have no further comments on this issue.
