'We have reviewed the existing conditions at thc site and offer the following
observations.
SUMMARY OF INFRASTRUCrUBE DEVELOPMENT ISSUES
Construction of Wrangler Drive is being considered by the City of Coppell.
This will include construction of paving, dra~e and water main extension.
Right of way dedication will be required on westerly end of the project.

Southwestern Boulevard f~om Belt Line Road to Grapevine Creek is subject to
a Dcvclopars Agreement executed between Prentiss Property Investments and
the City of Coppell. This requires construction of paving and drainage for
approximately 2,000 linear feet of four lane divided roadway. The estimated
cost range for pavins and drainage is $600,000 to $750,000. Some
consideration should be given to potential utility adjnstmenb.
Thc existing two lane bridge crossing Grapevine Cl~ck is load rated at 10,000
lbs tandem with gross vehicle weight of .20,000 lbs. This will prohibit truck
traffic. The estimated cost range for the four lane bridge is $1,200,000 to
$1,400,000. This is basod on a 400 foot IonS bridge wi~h two lanes each
direction.
· A portion of Southwestern Boulevard betw~n Freeport Parkway and Coppell
Road (approximately I,S00 lincer fee0 may require modification from a 45-
foot wide undivided section to the divided roadway required by the
Thoroughfare Plan. Drainago is in place in this section of Southwestern
Boulevard. The estimated cost range for the south half of the divided roadway

A portion of Southwestern Boulevard from Coppcll Ro~l to Grapevine Creek
(approximately 1,300 linear fcet) is a two lanc asphalt roadway with ditch
drainage. This s~tion nmy require paving and drainage improvements to
allow truck traffic. The estimated cost range for the south half of the roadway
is ~,00,000 to S500,000. Some comideration should bc givcn to potential
utility adjustments.
· The existing rail bridge may require upipadc or demolition.
At time of platting or building permitting, th~ City of Coppcll assesses a
roadway impact fee based on building square footage. The amount is
calculated as follows: bldg. $.F, - 1,000 x 1.06 x S300. Water and sewer
impact fees are based on meter size. Please refer to the enclosed chart.
Consideration should tm given to City of Coppell landscape and ucc removal
requirements. Also, there may be screening rcquircments for the schools
adjacent to the property.
The overhead electric lines may need to be rclocated undeaground. Some city
entities try to promote placing overhead decuic lines underground.
GENERAL SITE DESCRIPTION - Thc site is generally bounded on the west
by Frccpon Parkway, on thc north by Sonthwcstern Boulevard, on the south by Wrangler
Drive and on the east by Bdt Line Road. The site is well scrved with water, sewer, gas,
electric and telephone services. Drainage is conveyed both by improved drainage
systems and by open certhen channels and Cn'apovine Creek. Gn~pevinc Creak is
somewhat overgrown with trees and brush and shows to contain the 100-year flood
within the channcl area. The~ is an e~istin~ rail bridge crossing Grapevine Creek which
may ~equire upfp-adc or removal. We have discussed the surrounding street improvement
requirements with thc City of Coppell.
FREEPORT PARKWAY - This street currcndy consists of four lane divided
concrete pavement. Thc street is in reasonably good shal~ and has dminagc facilities
conslructed. Tim draimgc generally flows north a~d south along the roadway toward
Grapevine Creek. Thc roadway is classified as a four lane divided thoroughfare in a six
lane divided right of way. The current City of Col)pelt Thorougkfnre Plan shows the
current configuration complying with the Plan. There is an existing 12-inch wastcwn~
line on the wcst side of the road with service lines shown crossing to thc cast side of the

road. There is a 12-inch water linc on the east side ofthe road with ,~o hydrants along the

SOUTHWESTERN BOULEVARD. This street is currently a 4S-foot wide
concrete street with drainage facilities from Freeport Pmkway to Coppell Road. Thc
street namyws to a two lane asphalt roadway with ditch drainage and continues to Belfline

crossing to the south sidc of the road, This linc is shown to bc upgradcd to a 15-inch
main in thc future. Sincc thc cxisting ~__ht is across from your property the upgnide will
only be required if new flows exceed the capacity of the existing line. East of Coppcll
Road there is an 8-inch wastewatcr main on the north side of the road. There is · 12-inch
water line on the south side of the road with fire hydrants along the south sidc of the mad
from Freeport Parkway to Coppcli Road. East of Coppcll Road thcrc is a 24-inch watcr
transmission main and an 8-inch water distribution main on the south side of thc mad.,
There arc cxisting electric power poles on the both sides of thc road in various locations.
Them is evidenc, c of a gas main on thc north side of the mad and underground telephonc
on thc south side of the road.
The Developers Aip~eement currently in place for Southwestern Boulevard is
applicable to the frontage along Lots 1, 2, and 3 of Block 1, of Park West Conuncrcc
Center. This affects approximately 2000 linear fcct of roadway from Bclt Line Road to
Cn'apcvinc Creek. This a~tccmcnt ties tl~ construction of the mtim mad section to cith~
a certificate of occupancy for any of these lots or a tre~c count of 8000 vehicle ~ps per
day. This requirement can be met by either conmn~ction of the new road or by placing
thc construction amount in escrow with thc city. This will most lilly Icad to the
requirement to uMp'ade the bridge at C-rap~ine Crcck and also aventually require
construction of a portion of tho road wcst of Grapevine Creek.
WRANGLER DRIVE - This strcct is a two lane asphalt roadway with ditch
drainagc from Bcltline Road to just west of Enterprise Drive. The roadway is clnssffied as
a four lane undivided thoroughfare. The current City of Coppell Thomua=hfure Plan
shows the current confi~ration not complying with the Plan. The City of Coppcll has
preliminary plans complete for upgrading this roadway. Their intention is to fund this
construction for 1998. They have not currently funded the project. There is sa existing

to Wrangler Circle. There is it portion of a 10-inch wastcw~tcr main in Enterprise Drive
which ends at Wrangler Drive. There is a 12-inch wa~ linc on the south side ofthc road
with fire hydrants alon~ the south side of thc toad from Belt Line Road to the west side of
thc Middle School. There are exisdn~ electric power poles on the south side of the road
ending at the east sidc of the Middle School. There is evidencc of a gas main on thc north
side of the road and under, round telephonc on both sides of thc road.
BELT LINE ROAD - This strcct currently consists of six lane divided concrete
pavement. The strcct is in reasonably good sbapc and has drainage facilities constmctcd.
Thc drainage generally flows north along the roadway from between Airline and
Wrangler. Thc roadway is classified as a six lane divided thoroughfare. The curt'tnt City
of Coppell Thoroughfare Plan shows the curtmt configuration complying with the Plan.
There is an exist_i_n_g 12-inch wastewater line on the west side of the road fronting Lot 3,
Block 1, Park West Commercc Center. There is an g-inch watc, r line on thc west side of
the road with firc hydrants along the west side of the mad fronting Lot 3, Block 1, Park
West Commerce Center.
