The most recent replat of this property occurred in December 0f!.997. TRANSPORTATION: Wrangler Drive is an asphalt road with side ditches inside a 60'- wide right-of-way shown on the thoroughfare plan as a C4U 4-lane undivided collector. SURROUNDING LAND USE & ZONING: North- South - East- West - IBM Call Center under construction; LI Lincoln Properties Coppell Business Center I; LI North Lake; City of Dallas Myers & Crow Park West Business Center; LI Item # 12 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial/showroom use. DISCUSSION: The submitted replat shows that the interior lot line between Lots 1 and 2 has been shifted southward by about 4', thus increasing the size of Lot 1 by 4,840 sf and decreasing the size of Lot 2 by 9,317 sf. The location of the fire lanes along the southern and eastern property lines of Lot 1 were shifted slightly northward and the fire lanes for Lot 2 will be platted with this replat. The submitted site plan shows two single story tilt wall structures to be built in two phases. Phase I consists of the construction of the eastern building located adjacent to Beltline Road. The building measures approximately 108,000 sf and the applicant is providing 443 parking spaces and 5 loading spaces during Phase I. The remaining 326 parking spaces, 5 loading spaces and the second building will be built at an undetermined future date. There appears to be some inconsistencies with regards to the number and layout of the parking and loading spaces between the Site Plan and the Landscape Plan. The total number of parking spaces indicated on the Site Plan is 769 while the Landscape Plan shows 780. Also, the parking and landscaped areas within the interior courtyard areas of both buildings do not track on the two drawings. The zoning ordinance calls for planting islands located at each terminus of each single row of parking. Planting islands are missing from the parking spaces located in the interior courtyard areas adjacent to both buildings. Also, the zoning ordinance does not permit more than 15 parking spaces within a single row of parking. The following additional items must be corrected with regards to parking: 1) at the northwest corner of Beltline and Wrangler there is a row of 16 parking spaces; 2) the two double parking rows located west of Building 1, show a row of 18 parking spaces and a row of 21 parking spaces. 3) adjacent to the northern property line there are three rows of 17 parking spaces. The landscape plan shows an attractive landscape treatment of 3 ft. high berrns with groupings of Live Oaks and Crape Myrtles interspersed along the tops of the berms along Beltline Road and Wrangler Drive. Two oversized landscaped islands are shown at both the Beltline and Wrangler entrance driveways separating the ingress and egress vehicular movements. The landscape plan will have to be revised to reflect the total number of parking spaces shown on the Site Plan, as well as to show the loading spaces. The changes will affect the calculations of the interior landscaping figures, Staff has concerns with the accuracy of the landscaping calculations shown on the submitted plan. Currently, the applicant is stating it will be providing a total of 151,~.~. sf of landscaping. According to staff calculations the total area available on this site for landscaping is 150,263 sf. Staff suggests the applicant check the figures when they revise their plan. Item # 12 The building elevations show a single building very similar architecturally to the IBM building under construction on Lot 1 of the replat. However, the elevations do not call out the colors of the proposed building materials. Staff presumes the submitted plan is showing the elevations of the building to be built during Phase I. As staff is reviewing the entire site we need separate elevations for the second building. The western elevation should, show the building wrapping around the interior courtyard area. Staff sees a very linear architectural treatment on that particular facade. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Because of staff concerns expressed above, we are reluctant to recommend approval of this case. However, staff could support the replat. With regards to the site plan approval we can recommend favorably ~ if the following conditions have been compiled with prior to the Planning and Zoning Commission hearing: 1. Match information presented on the Site Plan with the Landscape Plan. Revise the Landscape Plan to reflect the following: a) Single row of parking can not contain more than 15 parking spaces. b) Planting islands shall be located at each terminus of each single row of parking. c) Show the loading spaces. d) Match Site Plan parking layout and the total number of parking spaces. e) Revise landscape tabulations to show the correct pavement area and number of parking islands. Revise the Building Elevations to reflect the following: a) Provide all four building elevations for both buildings. b) Provide greater detail on type and color of proposed building materials.
